Bu
çalışmanın amacı, Personel Belgelendirmede akreditasyon çalışmalarının önemini
ve nitelikli iş gücünün oluşmasındaki yerini inceleyerek Türkiye’de bu
uygulamaların gelişmesine katkı sağlamaktır. Çalışmada, Sakarya Üniversitesi
Sürekli Eğitim, Uygulama ve Araştırma Merkezinin (SAUSEM) TS EN ISO/IEC 17024
Personel Belgelendirme Standardına göre akredite edilmesi, Mesleki Yeterlilik
Kurumu tarafından sınav ve belgelendirme yapmak konusunda yetkilendirilmesi
süreci incelenmiştir. Araştırma sonucunda, SAUSEM’in Personel Belgelendirme
konusundaki bilgi birikiminin diğer kurum ve kuruluşlara yol göstermesi
beklenmektedir.
Çalışma üç bölümden oluşmaktadır. Birinci
bölümde akreditasyon kavramı ve akreditasyon ile personel belgelendirme
arasındaki ilişki, ikinci bölümde, TS EN ISO/IEC 17024 Personel Belgelendirme
Standardına Göre Uygunluk Değerlendirme Kuruluşlarının Akreditasyonu süreci
hakkında bilgi verilecektir. Üçüncü bölümde Türkiye’de alanında öncü kuruluş
olan SÜSEM ’in akreditasyon ve belgelendirme süreçleri incelenecek, SAUSEM’ in
yaptığı Mesleki Yeterlilik sınavlarına değinilecektir. Sonuç ve öneriler ile
çalışma sonlandırılacaktır.
The
aim of this study is examine the importance of staff certifications
accreditation work and the occurrence of a qualified workforce and also to
contribute to the development of these applications in Turkey.The study is
about to be accredited Sakarya University Continuing Education Application and
Research Center by TS EN ISO / IEC 17024 Personnel Certification Standard and
to be authorized to do testing and certification by the Vocational Qualifications Authority.As
a result of this research these are understood that SAUSEM is the pioneer to
continuing education center of other universities regarding to personnel
certification and contribute to
formation of qualified workforce needed in Turkey.
Accreditation
is an established quality infrastructure to support the reability and validity
of the studies carried out by conformity assessment institutions and therefore
at the result of these studies assessment of conformity documentation (test and
inspection reports, calibration certificates, management system documentation,
product documentation, personnel files, etc.). Accreditation of confirmity
assessment intitutions are carried out on the basis of requirements recognized
worldwide, international standards for determining qualification criteria for
related confirmity assessment institutions, specific requirements for relevant
sector and general requirements located in the designed guidance documents by
regional and international accreditation instutions. Staff certifications
accreditation is an confirmity assessment programs document and announce by
providing assessment of the individual's knowledge, skills and experiences in a particular subject area
according to objective criteria, and then providing formal recognition.The
number of the graduated people from education program increase day by day but
measuring and comparing qualification of them
cannot be achieved. However, the quality of staff needed by enterprises
under competitive conditions is not always ensured. This also reduces the
quality of competition and bring workers load to works. Competitiveness of
individuals certified by accredited conformity assessment institutions increase
and their employment opportunities expand through the certification. On the
other hand the holder of the staff must constantly improve their personal and
professional qualifications for the continuation of the document. This
requirement helps people to develop the quality of life and job. Increasing the
quality of working life will mean the economy is stabilized.
