KAPSAYICI BÜYÜMENİN ÖLÇÜLMESİ: TÜRKİYE ÖRNEĞİ

Abstract

Kapsayıcı büyüme ekonomik büyümenin yanında işsizlik, yoksulluk, gelir ve cinsiyet eşitsizlikleri problemleri ile mücadele, sürdürülebilir büyüme ve kalkınma, çevre, işgücü verimliliği, eğitim niteliği ve erişilebilirliği, sağlık hizmetleri ve bu hizmetlere erişim, altyapı gibi alanlarla da ilgilenir. Kapsayıcı büyümenin amacı ekonomik büyüme ile ortaya çıkan fırsatları toplumun tüm kesimleri için erişilebilir yapmaktır. Kapsayıcı büyümenin çok boyutlu yapısı endeks aracılığıyla ölçülmesine olanak sağlamaktadır. Bu çalışmada 2006-2018 döneminde Türkiye’de kapsayıcı büyümeyi ölçmeye yönelik farklı yöntemlerle endeksler oluşturulmuştur. Ağırlıklı ortalama ile oluşturulan endeksin yanında McKinley, 2010 çalışması referans alınarak, eşit ağırlık, kırpılmış ortalama ve bunların ortalaması alınması yoluyla beş adet endeks oluşturulmuş ve bu endekslerin ortaya çıkardığı bulgular karşılaştırılmıştır. Büyümenin kapsayıcı niteliğini ölçmeye yönelik oluşturulan endekslerin tamamı Türkiye’nin ele alınan dönemde daha kapsayıcı büyüme sergilediğini göstermektedir

MEASUREMENT OF INCLUSIVE GROWTH: THE CASE OF TURKEY ABSTRACT

Abstract

Inclusive growth interested with economic growth as well as unemployment, poverty, income and gender inequality problems, sustainable growth and development, nature, labor productivity, educational quality and accessibility, health services and access to these services and infrastructure. Aim of inclusive growth is accessibility of opportunities arising from economic growth to all segments of society. The multidimensional nature of inclusive growth allows it to be measured through the index. In this study at the period of 2006-2018 to measure inclusive growth in Turkey indices were created with different methods. In addition to the index created by the weighted average method, with reference of McKinley, 2010 study, equal weight, cropped average and with average of these indices there are five indices were created and the findings of these indices were compared. Findings from all the inclusive growth indices created to measure inclusive nature of growth show that Turkey had more inclusive growth at the period under consideration.
