TÜRKİYE’DE SPOR EKONOMİSİNİN GELİŞİMİ VE DEVLET ELİYLE DESTEKLENMESİ

Abstract

Spor, sosyal bir faaliyet ve aktivite olmasının yanı sıra ekonomik olarak da önemli bir pazarlama faaliyeti halini almış durumdadır. Her geçen gün biraz daha fazla yoğun ilgiye muhatap olan spor, bu yoğun ilginin elbette önemli ve olumlu sonuçları olmaktadır. Spordaki bu önemli ve olumlu sonuçlar, kendi hizmet sektörünü, üretici ve tüketici guruplarını oluşturduğu ekonomik döngüdür. Tarihsel süreç içerisinde amatör düzeyde ve eğlence amaçlı olarak başlayan spor, zaman içerisinde profesyonelleşen ve devletin önemli bir kurumu haline gelen ekonomik bir yapıya dönüşmüştür. Sporun ekonomik anlamda değer kazanması sporu daha gözde hale getirmiştir. Sporun modern anlamdaki yerini almaya başlaması Cumhuriyetin hemen kuruluş öncesi döneme denk geldiği varsayılmaktadır. Spor ekonomisini tüm endüstriyel alanları ile ele almanın pek mümkün olmadığı değerlendirilmektedir. Bu nedenle kısaca Türkiye’de spor ekonomisinin gelişim süreci açıklanırken, bu hususun daha iyi anlaşılması amacıyla dünyada spor ekonomisine gelişimine kısaca değinilmiştir. Özellikle Türkiye’de 2019- 2023 dönemine yönelik olarak devlet eliyle spor için öngörülen yatırım hedefleri incelenmiştir. Bu hedefler doğrultusunda 2021-2022 için tahsis edilen bütçeye ve kamunun spora yönelik 2021 yılı harcamalarına yer verilmiştir. Amaç dünyada spor ekonomisinin gelişimini dikkate alarak Türkiye’de sporun ekonomik olarak gelişim sürecinin konumunu belirlemektir. Ayrıca devlet tarafından son yıllarda spora yapılan yatırım ve bu yatırımlara yönelik olarak sporun kamu giderleri içindeki payı hakkında bilgi sahibi olmaya katkı sağlamaya amaçlanmıştır.

DEVELOPMENT OF SPORTS ECONOMY IN TURKEY AND GOVERNMENT SUPPORT

Abstract

In addition to being a social activity and activity, sports have also become an important marketing activity economically. The sport, which receives more and more intense interest every day, of course, has important and positive results of this intense interest. These important and positive results in sports are the economic cycle in which it creates its own service sector, producer and consumer groups. Sports, which started at an amateur level and for entertainment purposes in the historical process, turned into an economic structure that professionalized over time and became an important institution of the state. The economic gain of sports has madesports more popular. It is assumed that the beginning of sports taking its place in the modern sense coincides with the period just before the establishment of the Republic.It is considered that it is not possible to deal with the sports economy with all its industrial fields. For this reason, while briefly explaining the development process of the sports economy in Turkey, the development of the sports economy in the world is briefly mentioned in order to better understand this issue. In particular, the investment targets foreseen for sports by the state for the period of 2019-2023 in Turkey were examined. In line with these targets, the budget allocated for 2021-2022 and the public spending on sports for 2021 are included. The aim is to determine the position of the economic development process of sports in Turkey, taking into account the development of the sports economy in the world. In addition, it is aimed to contribute to having information about the investment made by the state in sports in recent years and the share of sports in public expenditures for these investments.
