Abstract

This study conducts a comparative analysis of the economic and insurance sector performances of OECD member countries for the period 2011–2021 using Multi-Criteria Decision Making (MCDM) methods. The criteria weights were determined through a hybrid approach: the SPC method was employed for objective weighting based on statistical data, while the SWARA method was utilized for subjective weighting based on expert opinions. The combined weights were then used in the ARLON method to rank countries' performances. The findings reveal that economic and insurance sector performances are not always linearly correlated, and country-specific structural and policy factors play a significant role in shaping this relationship. While Latvia, Costa Rica, and Slovenia ranked highest in insurance performance, Switzerland, Israel, and Denmark led in economic performance. By applying the rarely used SWARA-SPC-based ARLON model, this study offers a methodological contribution and provides policymakers with an analytical framework for multidimensional performance assessment

Makroekonomik ve Sigortacılık Performanslarının Karşılaştırmalı Analizi: OECD Ülkeleri Üzerine SPC–SWARA Temelli ARLON Modeliyle Çok Kriterli Bir Yaklaşım

Abstract

Bu çalışma, Ekonomik Kalkınma ve İşbirliği Örgütü (OECD) üyesi ülkelerin 2011–2021 dönemi itibarıyla ekonomik performansları ile sigorta sektörü performanslarını çok kriterli karar verme (ÇKKV) yöntemleri aracılığıyla karşılaştırmalı olarak analiz etmektedir. Analiz sürecinde ekonomik ve sektörel göstergeler, SPC yöntemiyle objektif olarak, SWARA yöntemiyle ise uzman görüşlerine dayalı öznel olarak ağırlıklandırılmıştır. Bu ağırlıklandırma sonucunda elde edilen birleşik önem düzeyleri, ARLON yöntemi ile değerlendirilmiş ve ülkelerin göreli performans sıralamaları belirlenmiştir. Bulgular, ekonomik ve sigorta sektörü performansları arasında genellikle doğrusal bir ilişkinin bulunmadığını, ülkelere özgü yapısal ve politik faktörlerin bu ilişkiyi şekillendirdiğini ortaya koymaktadır. Letonya, Kosta Rika ve Slovenya gibi ülkeler sigorta performansında öne çıkarken; İsviçre, İsrail ve Danimarka ekonomik göstergelerde üst sıralarda yer almıştır. Bu çalışma, literatürde nadiren kullanılan SWARA-SPC temelli ARLON modelinin uygulanması ile yöntemsel bir yenilik sunmakta ve karar vericilere çok boyutlu değerlendirme için analitik bir çerçeve sunmaktadır.
