“DISABLED ELDERLY” IN THE CONTEXT OF THE CONCEPT OF INTERSECTIONALITY

Abstract

This study focuses on the concept of "disabled elderly" in the context of intersectionality. Disabled and elderly people are usually treated as two separate categories as disadvantaged groups both in academic research and in public policies. The present study aims to discuss the concept of disabled elderly as an intersectional category from a theoretical perspective and to show why disabled elderly should be treated separately from "only disabled" or "only elderly" groups. For this purpose, the relevant literature was reviewed and then the problems faced by the elderly and the disabled in general were evaluated. Then, the problems of the disabled elderly were discussed as the intersection point of these problems. As a result of the discussion, it was concluded that the disabled elderly in Türkiye should be the focus of more academic studies and public policies. While the disabled elderly are relatively more visible in the world, this does not appear to be the case in Türkiye. It is believed that with this study, the disabled elderly, a disadvantaged social group, will be made more visible both in academia and in social debates so that the solutions to their problems can be looked at from a more inclusive perspective.

KESİŞİMSELLİK KAVRAMI BAĞLAMINDA “ENGELLİ YAŞLILAR”

Öz

Bu çalışmada, kesişimsellik kavramı bağlamında "engelli yaşlılar" kavramı üzerinde durulmaktadır. Engelliler ve yaşlılar gerek akademik araştırmalarda gerekse kamusal politikalarda dezavantajlı gruplar olarak genellikle iki ayrı kategori olarak ele alınmaktadır. Mevcut çalışmanın amacı, kesişimsel bir kategori olarak engelli yaşlılık kavramını kuramsal açıdan tartışmak ve engelli yaşlıların neden “yalnızca engelli” veya “yalnızca yaşlı” gruplardan ayrı bir şekilde ele alınması gerektiğini göstermeye çalışmaktır. Bu doğrultuda gerekli literatür taranmış ve daha sonra yaşlıların ve engellilerin genel olarak karşılaştıkları sorunlar değerlendirilmiştir. Daha sonra ise bu sorunların kesişim noktası olarak engelli yaşlıların sorunları ele alınmıştır. Yürütülen tartışma sonucunda, Türkiye’de engelli yaşlıların akademik çalışmaların ve politikaların daha fazla odağında olması gerektiği sonucuna varılmıştır. Öyle ki, dünyada engelli yaşlılar nispeten daha görünür hâldeyken Türkiye’de bu durum henüz gündeme gelmemiş gibi durmaktadır. Bu çalışmayla dezavantajlı bir toplumsal grup olan engelli yaşlıların hem akademide hem de toplumsal tartışmalarda daha görünür kılınılacağına, böylelikle sorunlarının çözümlerine daha kapsayıcı bir bakış açısıyla bakılabileceğine inanılmaktadır.
