GENERAL CHARACTERISTICS OF TURKISH TOURISM SECTOR IN TERMS OF DECENT WORK GOALS
Abstract
This study is examined in tourism industry in the framework of decent work, which is
a concept for all women and men working in equality, security, freedom and human
dignity principles of honor. In this study, the people working in the tourism sector in
Turkey were carried out to demonstrate that they are working properly. The structural
characteristics of the tourism industry have been associated with the four goals of Decent
Work. These objectives are employment goal; which is not only numerically but also high
qualificated employment creation, social security goal; which is taking protection for
unemployment, sickness, maternity, pregnancy and issues such as retirement age,
standards and rights of employees goal; which is about the wages and working hours and
the last goal is social dialogue that is about unionism and trade union rights.
The research is about industry's structure and its adaptation to decent work objectives.
The employment structure and job creation capacity of tourism, working standards in the
industry, the existence of social protection mechanisms and social dialogue system has
mentioned. Employment structure of the tourism sector does not seem compatible with
decent work. Turkish tourism labour force is quantitatively effective but they are nonqualified,
uneducated and unskilled, with a high informal employment rate, working in
high working hours, earn low wages and in extremely low union coverage rates. It makes
impossible for the protection of workers because of high informal and unregistered
employment rates. High informality rate is complicating the realization of both social
security and working hours and makes it impossible for improvements in wages they
receive, but also leads to the emergence of low unionization rate. Seasonal tourism
workers and informal workers are deprived of many rights. To solve these problems, first
of all employees should be under recording, should be closely monitored by the
authorities and should be encouraged unionization. Internal and external continuous
training helps to improve the quality of employment. Employers and government officials
must work in cooperation. If some proper measures are taken, it’s foreseen that tourism
sector will correspond to decent work objectives within the scope of this inefficient
employment structure.

DÜZGÜN İŞ’İN HEDEFLERİ AÇISINDAN TÜRK TURİZM SEKTÖRÜNÜN GENEL ÖZELLİKLERİ
Abstract
Tüm kadın ve erkeklerin eşitlik, güvenlik, özgürlük ve saygınlık ilkeleri kapsamında çalışmalarına yönelik bir kavram olan İnsan Onuruna Yakışır İş (Düzgün İş) bu çalışmada turizm sektörü çerçevesinde incelenmektedir. Bu çalışma, Türkiye’de turizm sektöründe çalışan kişilerin Düzgün İş kapsamında çalışıp çalışmadıklarını ortaya koymak amacıyla yapılmıştır. Çalışmada, turizm sektörünün yapısal özellikleri, Düzgün İş’in dört hedefi ile ilişkilendirilmiştir. Bu hedefler, sadece sayısal olarak değil, nitelik olarak da yüksek vasıflara sahip kişilerin olduğu istihdam yaratma hedefi, işsizlik, hastalık, analık, gebelik, emeklilik yaşlılık gibi konuları esas alan sosyal koruma hedefi, istihdamdakilerin aldıkları ücretler, çalıştıkları saatler, izin süreleri konularını kapsayan çalışma standartları ve çalışanların hakları hedefi ile sendikalaşma, örgütlenme konuları ile ilişkilendirilen sosyal diyalog hedefidir. Turizmin istihdam yapısı ve istihdam yaratabilme kapasitesi, sektördeki çalışma standartları, sosyal koruma mekanizmalarının varlığı ve güçlü bir sosyal diyalog sistemi içinde olup olmadığı ortaya konulurken, sektörün Düzgün İş hedeflerine uyumuna da sırasıyla değinilmiştir. Turizm sektörünün istihdam yapısı Düzgün İş’in hedeflerine uyumlu gözükmemektedir. Turizm sektörü yapısı itibariyle, istihdamın kantitatif olarak etkili ama işgücü kalitesi bakımından eğitimsiz ve kalifiye olmayan iş gücünün çalıştığı, kayıt dışı oranının yüksek olduğu, çalışma saatlerinin yüksek, ücretlerin düşük olduğu, sendikalaşma oranının ve toplu iş sözleşmesi kapsama oranının oldukça düşük olmasından ötürü sosyal diyaloğun da etkili gerçekleşemediği bir sektördür. Turizm sektöründeki istihdamda kayıt dışı oranının yüksek olması, çalışanların korunmalarını olanaksız hale getirmektedir. Yüksek kayıt dışılık oranı hem sosyal güvenliğin gerçekleşmesini güçleştirmekte, hem çalışma saatleri ve aldıkları ücretler konusunda iyileştirmeleri olanaksız kılmakta, hem de sendikalaşma oranının düşük çıkmasına sebep olmaktadır. Mevsimlik ve kayıt dışı çalışan turizm işçileri pek çok haktan mahrum kalmaktadırlar. Bu problemlerin giderilmesi için öncelikle tüm çalışanlar kayıt altında olmalı, çalışma süreleri yetkililer tarafından sürekli kontrol edilmeli, sendikalaşma özendirilmelidir. İstihdamın nitelik bakımından geliştirilmesi de ancak kurum içi ve kurum dışı sürekli eğitimler ile mümkün olmaktadır. Eğitimler konusunda işverenler ve devlet yetkilileri iş birliği içinde çalışmalıdır. Alınacak önlemler sayesinde turizm sektörünün Düzgün İş hedefleri kapsamında güçlü bir istihdam yapısına sahip olması öngörülmektedir.
