Abstract

The municipalities carried within their areas of responsibility to meet the demands of local people and the effectiveness of the services offered by local people. For this reason, municipalities invest to the information technology for expand to service areas, increase productivity, improve the quality of service. Electronic municipality which described using information technology in internet service is one of the most important steps. Providing easy access to public services, e-municipality, will increase the participation by the interaction between the citizen and the administration. The study used the question of how much electronic municipality has set out. Thus, it was tried to found out that the experience of citizens who use electronic municipality in Isparta where is the research area.

ELEKTRONİK DÖNÜŞÜM KARŞISINDA VATANDAŞ DENEYİMİ: ISPARTA BELEDİYESİ İNCELEMESİ

Abstract

Belediyeler, sorumluluk alanları içinde yerel halkın taleplerini karşılama ve yerel halka sunduğu hizmetlerde etkinliği yakalayabilme görevini üstlenmiştir. Bu nedenle belediyeler hizmet alanlarını genişletmek, verimliliği arttırmak, hizmet kalitesini yükseltmek amacıyla bilgi teknolojisine yatırım yapmaktadırlar. Bu anlamda bilişim teknolojileri kullanılarak vatandaşları ilgilendiren işlemlerin internet ortamında hizmete sunulması olarak tanımlayabileceğimiz elektronik belediye, (e-belediyecilik) yerel yönetimlerde atılan önemli adımlardandır. Kamusal hizmetlere kolay erişimi sağlayan e-belediye, vatandaş ile yönetim arasındaki etkileşimi sağlayarak, katılımı arttıracaktır. Çalışma vatandaşın elektronik belediyeyi ne kadar kullandığı sorusundan yola çıkmıştır. Böylece, araştırma alanı olan Isparta’da, elektronik belediye kullanımı konusunda vatandaş deneyimi ortaya koyulmak istenmiştir.
