Abstract

In the 2000s, the Turkish public administration system entered into a restructuring process, basing the new concept of management on the notion of ‘governance’. In the restructuring process, certain changes were also introduced in metropolitan area management, and metropolitan administrations were restructured. In this study, the existing system of metropolitan area management has been examined in the context of the metropolitan governance concept, taking Ankara as a case, the problems of the existing system have been identified, and a discussion has been made of the steps required for an effective and efficient system of management in metropolitan areas.

TÜRKİYE’DE METROPOLİTEN ALAN YÖNETİMİNDEN METROPOLİTEN YÖNETİŞİME GEÇİŞ: ANKARA ÖRNEĞİNDE BİR DEĞERLENDİRME

Abstract

2000’li yıllarda Türk kamu yönetim sistemi yeniden yapılanma sürecine girmiş, yeni yönetim anlayışı ‘yönetişim’ kavramına dayandırılmıştır. Yeniden yapılanma sürecinde metropoliten alan yönetiminde de kimi değişiklikler gündeme gelmiş, büyükşehir yönetimleri yeniden yapılandırılmıştır. Çalışmada mevcut metropoliten yönetim sistemi, Ankara örneğinde irdelenmiş, mevcut sistemdeki sorunlar saptanarak, metropoliten alanlarda etkin ve verimli bir yönetim sistemi için ne tür açılımlara yönelinmesi gerektiği tartışılmıştır.
