Abstract
Inflation targeting regime, come into use in New Zealand, has been started to be applied
as an alternative monetary policy strategy in many developed and developing countries from
the beginning of 1990s and to be discussed more increasingly. In Turkey, inflation targeting
became a current issue in the late 1990s. Central Bank of the Turkish Republic, applying
implicit inflation targeting as from 2002, devolved on inflation targeting regime, considering that preconditions were assured on a large scale as of January 2006. However, owing to the
fact that the transition to inflation targeting regime is new, Central Bank of the Turkish Republic
has little experience related to the issue. Also, statistical data, obtained from the experiences
of the last three years, have raised the arguments relating to whether Central Bank of
the Turkish Republic will be successful or not about the application of this regime. In this
sense, in the study, it is aimed to discuss the argument that inflation targeting is the most
efficient strategy among the alternative monetary policy strategies in developing countries
when the preconditions are assured, and to discuss whether Central Bank of the Turkish Republic,
carrying this strategy into practice considering that the preconditions are mostly assured,
will be successful or not, with its reasons.

PARA POLİTİKASI STRATEJİSİ OLARAK ENFLASYON HEDEFLEMESİ REJİMİ: TEORİ, POLİTİKA VE TÜRKİYE ÜZERİNE BİR DEĞERLENDİRME
Abstract
Yeni Zelanda tarafından uygulanmaya başlanan enflasyon hedeflemesi rejimi, 1990’lı yılların başlarından itibaren birçok gelişmiş ve gelişmekte olan ülkede alternatif bir para politikası stratejisi olarak uygulanmaya ve gittikçe daha fazla tartışılmaya başlanmıştır. Türkiye’de enflasyon hedeflemesi 1990’ların sonlarına doğru gündeme gelmiştir. 2002 yılından itibaren örtük enflasyon hedeflemesi uygulayan Türkiye Cumhuriyet Merkez Bankası, Ocak 2006 yılı itibariyle önkoşulların büyük ölçüde sağlandığını düşünerek enflasyon hedeflemesi rejimine geçmiştir. Ancak, Türkiye’de enflasyon hedeflemesi rejimine yeni geçilmiş olması nedeniyle bu rejime ilişkin TCMB’nin deneyimi oldukça azdır. Üç yılın deneyiminden elde edilen istatistiki veriler de, TCMB’nin, bu rejimin uygulanmasında Türkiye’de başarılı olup olamayacağına ilişkin tartışmaları iyice artırmıştır. Bu bağlamda, çalışmada, enflasyon hedeflemesinin, önkoşulların sağlanması halinde gelişmekte olan ülkelerde, alternatif para politikası stratejileri arasında en etkili strateji olduğu tezi ve bu stratejiyi önkoşulların büyük ölçüde sağlandığını düşünerek uygulamaya geçen TCMB’nin, Türkiye’de başarılı olup olamayacağının, nedenleri ile birlikte tartışılması amaçlanmıştır.
