Abstract
Of the most important Ottoman State institutions, one is certainly the foundations
(vaqf). The historical basis of the foundation tradition could determined by considering the
Ottoman foundations. The Ottoman foundations served similar functions, resembling today’s
Non-Governmental Organizations (NGOs).
In this study, first, the distinctive characteristics of NGOs are discussed to determinate
whether the Ottoman foundations were NGO’s or not. It has been found out that the Ottoman
foundations have very many of these characteristics. Then, in view of the functions of NGOs nowadays, those of the Ottoman foundations have been historically emphasized. Thus, it has
been studied whether or not a comparison between the Ottoman foundations is possible by means
of the theory of civil society by giving examples. Especially because of the full membership
negotiations between European Union (EU) and Turkey, NGO-conducted work in the years to
come is expected to reduce poverty, and to increase education, vocational training and qualifications
both in quantitative and qualitative terms. Consequently, historically Turkey’s cultural
heritage of foundation denotes that it possesses the skills to execute public projects, especially
those directed to social solidarity and to increase the efficiency of such projects.

SİVİL TOPLUM KURULUŞLARINA TARİHSEL BİR ÖRNEK: OSMANLI VAKIFLARI
Abstract
Osmanlı Devleti’nin en önemli kurumlarından biri vakıflardır. Osmanlı vakıflarının fonksiyonları ele alınarak vakıf geleneğinin Türk toplumundaki tarihsel temeli tespit edilebilir. Osmanlı vakıfları günümüzdeki Sivil Toplum Kuruluşları’na benzer fonksiyonlar görmüşlerdir. İlk olarak, Osmanlı vakıflarının sivil toplum kuruluşu olup olmadıklarının tespiti için, teorik olarak sivil toplum kuruluşlarının ayırt edici özelliklerine değinilmektedir. Osmanlı vakıflarının bu özelliklerin pek çoğuna sahip olduğu görülmektedir. Daha sonra günümüzde STK’na biçilen işlevler göz önünde tutularak Osmanlı vakıflarının tarihsel olarak gördüğü fonksiyonlar üzerinde durulmaktadır. Böylece verilen örneklerle, sivil toplum düşüncesi ve teorisi ile Osmanlı vakıfları arasında bir karşılaştırmanın mümkün olup olmadığı araştırılmış olmaktadır. Özellikle A.B. ile Türkiye arasında süren tam üyelik müzakereleri nedeniyle, önümüzdeki yıllarda STK eliyle yürütülen yoksullukla mücadele, eğitim, mesleki eğitim ve yeterlilik projelerinin nicelik ve nitelik olarak artması beklenmektedir. Sonuç olarak, tarihsel olarak vakıf kültürüne sahip olması, Türkiye’nin STK temelli, kamusal projeleri yürütme becerisine sahip olduğunu ve özellikle sosyal yardımlaşmaya yönelik girişimlerin giderek yayılması bu becerilerin daha da geliştirilebileceğini göstermektedir.
