Abstract

In the last years, there is a continous change in the discipline of public administration in the world. Some factors like the change in the understanding of state caused by transition from industrial society to knowledge society, globalization and increasing economical and social expectations, and the fact that bureaucratic administration mechanism cannot respond to this change appear as the dynamics of the change. Public administration try to respond the change demands by using different strategies. Strategies devoloped as a response to the change make change of the public administrations inevitable in the context of organizational dimension and the values dominating the public administration. However, the change in this direction which is accepted generally in the beginning is today ciritisized and the direction of the change in the public administration shifts. This study is on the stated change.

DİNAMİKLERİ, STRATEJİLERİ VE YÖNÜYLE KAMU YÖNETİMİNDE DEĞİŞİM OLGUSU ÜZERİNE

Abstract

Son yıllarda tüm dünyada kamu yönetimi alanında bir değişim yaşanmaktadır. Sanayi toplumundan bilgi toplumuna geçiş, küreselleşme, artan ekonomik ve sosyal beklentiler gibi nedenlerle devlet anlayışının değişmesi ve bu değişime bürokratik yönetim mekanizmasının cevap verememesi gibi faktörler bu değişimin dinamikleri olarak ortaya çıkmaktadır. Kamu yönetimleri kendilerine yönelen bu değişim taleplerine farklı stratejileri kullanarak yanıt vermeye çalışmaktadırlar. Değişime cevaben geliştirilen stratejiler, kamu yönetimlerinin, hem örgütsel boyutta hem de kamu yönetimine egemen olan değerler bağlamında değişimini kaçınılmaz kılmaktadır. Ancak ne var ki, başlangıçta büyük kabul gören bu yöndeki bir değişim bugün eleştirilmekte ve kamu yönetiminde değişimin yönü değişmektedir. Bu çalışma söz konusu değişimler üzerinedir.
