Abstract
This research focuses on the classification of “strong” and “weak” states. In this
context, this research aims to explaine basic characteristics of the weak states. In addition,
the conditions of the process that make states weak and eventually will lead them to
collapse are examined. As a conclusion, the paper argues that neopatrimonial state’s
system plays a diagnostic role in state’s weakening and failure.

Bu çalışma “güçlü” ve “zayıf” devletlerin sınıflandırılmalarında temel alınan kriterleri ve bu bağlamda da özellikle zayıf devletlerin karakteristik özelliklerinin neler olduğunu ortaya koymayı amaçlamaktadır. Çalışmada ayrıca devletlerin zayıflama ve çöküş sürecini hızlandıran nedenler tartışılmaktadır. Tartışmada neopatrimonyal devlet sisteminin, devletlerin zayıflama ve çöküş sürecinde belirleyici bir rol oynadığı ortaya çıkmaktadır.
