Abstract

This paper aims to study the effects of various public expenditures on economic growth. In the study, current, investment and transfer expenditures data, which are classified in consolidated budget expenditures, are used. This study covers period of 1975-2003 annual Turkish data. Econometric results show that there is a statisticaly insignificant relationship between current expenditures, consist mostly of personel expenditures, and economic growth. Also, study shows that there is a statistically significant and positive relationship between investment expenditures which consist mostly of machinery and equipments purchases and building, facility and great repair costs, and economic growth. The negative relationship between transfer expenditures which consist mostly of domestic and foreign debt interest payments, and economic growth is statistically significant.

KAMU HARCAMA ÇEŞİTLERİ VE EKONOMİK BÜYÜME İLİŞKİSİ

Abstract

Bu makale kamu harcama çeşitlerinin ekonomik büyüme üzerine olan etkilerini araştırır. Çalışmada konsolide bütçe giderler kısmında tasnif edilen cari, yatırım ve transfer harcamaları kullanılmıştır. Çalışma 1975-2003 dönemi yıllık Türkiye verilerini kapsamaktadır. Ekonometrik sonuçlar büyük bir çoğunluğu personel gideri olan cari harcamalar ile ekonomik büyüme arasındaki ilişkinin istatistiksel olarak anlamsız olduğunu göstermiştir. Bunun yanı sıra büyük bir çoğunluğu makine teçhizat alımı ve yapı, tesis ve büyük onarım giderlerinden oluşan yatırım harcamaları ile ekonomik büyüme arasındaki ilişkinin pozitif ve istatistiksel olarak anlamlı, yine büyük bir çoğunluğu iç ve dış borç faiz ödemelerinden oluşan transfer harcamaları ile ekonomik büyüme arasındaki ilişkinin ise negatif ve istatistiksel olarak anlamlı olduğunu göstermiştir.
