Abstract

It is important for Turkey to form an appropriate production and employment policy to overcome the economic problems it faces,to have a competition power in international area and to start a rapid progress.Economic stability and crises,lived in our country continously,have affected production and employment power of real sector. As a result, real sector’s competition power has decreased, unemployment has increased while unregistered sector took place widely in turkish economy. In this study,the structure of production and employment in Turkey have been investigated at firs and unemployment problem has been throughly examined with the latest data.The necessities of national employment policy has been observed while unemployment policy in European Community has been examined and various suggestions have been givenin conlusion part.

Abstract

Ülkemizin yaşadığı sorunları aşması, Türk ekonomisinin uluslararası arenada rekabet gücüne kavuşması ve Türkiye’nin hızlı kalkınma sürecine geçebilmesi üretim ve istihdam politikalarının sağlıklı bir şekilde oluşturulmasına bağlıdır. Ülkemizde peş peşe yaşanan ekonomik durgunluk ve krizler, reel sektörün üretim ve istihdam sağlama gücüne darbe vurmuştur. Bunun sonucunda kayıtlı sektörün rekabet gücü azalmakta, işsizlik artmakta bir taraftan da kayıt dışı sektör bu çerçevede geniş ölçüde Türk ekonomisinde yer bulmaktadır. Bu çalışmada, Türkiye’de üretim ve istihdam yapısı üzerinde durularak, işsizlik sorunu en son verilere dayanılarak tablolarla incelenmiş, ulusal istihdam politikasında olması gereken unsurlar üzerinde durularak, AB’de ki işsizlik politikaları incelenmiş, sonuç kısmında da çeşitli önerilerde bulunulmuştur.
