Abstract
With the Democrat Party’s term in the government, there was a speady reduction of
power of bureaucracy compared to the single-party period. Bureaucracy lost not only its
connection with the political elite, but also, in general terms, its priviledges, statutes,
charisma, reliability and in came. As stated by its election manifesto and party
programme, DP attemptend to diminish the role and power of bureucracy by enactment of
certain laws. During this term, a considerable amount of increase in the employment of
specialists(tekhnicians) emerged due partly to the heavy infrastructure spending and party
to the increase in the scope and scale of State Owned Enterprises Specialist bureaucratats
(employed with these schemes) were priviledged more than their traditional counterparts.
In economic terms, problems of the previous era was worsened. Western academics were
asked to submit reports regarding the personnel regime and made suggestions. Howewer, these reports were not respected and acted upon. Consequently, the personnal regime was
not reformed in order to answer contemporary issuer and needs.

Abstract
DP iktidara gelmesi ile, bürokrasinin tek-parti dönemine göre etkinliğinde hızlı bir azalma olmuştur. Bürokrasi tek parti döneminde sahip olduğu siyasal seçkinlerle olan güçlü bağlarını kaybettikleri gibi, genel olarak, nüfuzlarını, statülerini, itibarlarını, güvenliklerini ve gelirlerini de büyük ölçüde kaybetmişlerdir. DP seçim meydanlarında ve parti programında belirttiği gibi bürokratların ülke yönetiminde ki etkinliğini kıracak bir takım kanuni düzenlemelere gitmiştir. Bu dönemde, alt yapı yatırımlarına önem vermesi bunun yanında KİT sayısındaki artış sonucu, çok sayıda teknik elaman istihdam edilmeye başlanılmıştır. Bu tip bürokratlar sahip oldukları uzmanlıklar nedeniyle, geleneksel bürokrasiye göre daha ayrıcalıklı konuma gelmişlerdir. Ekonomik açıdan ise tek partinin son dönemindeki olumsuzluklar bu dönemde de daha da artmıştır. Batılı bilim adamlarına Türkiye’deki personel rejimi hakkında raporlar hazırlatılmış çeşitli öneriler de bulunmuşlardır. Fakat bilim adamı ve uzmanlarca hazırlanan bu raporlar çok fazla dikkate alınmamıştır. Bu dönemde personel rejiminde çağdaş ve ihtiyaca cevap verecek bir düzenlemeye gidilmemiştir.
