Abstract

The main purpose of this study is to determine the problems of public bureaucracy which is inefficient and ineffective in the 21th century charecterized the period open and rapid technology through globelization. For this purpose first of all, idendification of the definition and scope of bureaucracy will be important. In this respect these issues will be mentioned first. After that the problems of public bureaucracy will be determined systematically and finally solution proposal to these problems are studied.
