Abstract

Since the 1980’s, public administration has been subject to certain important reform movements which had never been seen before. Due to the functional and structural changes contained within these movements, they have had long-term effects on public administration. The period mentioned above has been shaped by a number of economic, political and social elements. The solutions to the problems of the public have been provided through the adaptation of private sector management techniques. This study aims to examine the emergence of these movements, to produce an analytic picture of the elements brought forward by the reform, and finally to discuss the long-lasting character of the reform.

1980’li YILLARDAN BERİ UYGULANAN KAMU YÖNETİMİ REFORMLARI ÜZERİNE GENEL BİR DEĞERLENDİRME

Abstract

1980’li yıllardan beri kamu yönetimi, daha önceki dönemde görülmemiş derecede, önemli reform hareketlerine muhatap olmuştur. Bu hareketler hem işlevsel hem de yapısal değişiklikleri içinde barındırmalarından dolayı uzun soluklu etkiler yaratıcı özelliğe sahip olmuşlardır. Anılan dönem bir dizi ekonomik, politik ve toplumsal unsurların zorlamasıyla ortaya çıkmıştır. Bu unsurlara yönelik çözümler ise, özel sektörün kullanmış olduğu yönetim tekniklerinin kamuya adaptasyonu şeklinde olmuştur. Bu çalışmanın amacı, bu reform hareketlerinin ortaya çıkış sürecini gözden geçirmek, getirdiği öğelerin analitik incelemesini yapmak ve nihayet reformun kalıcı olup-olamayacağını tartışmaktır.
