Abstract
Health services is the basic human need and deemed as the basic right of every citizen’s
in modern state. Governments provide this service without looking at the basic cost-benefit
analysis. Health spending and services provided has been in a prominent a prominent indicator
of social and economic progress worldwide and in Turkey. Solutions discussed in and
provided by public economics to the typical problems of public health services such as funding,
characteristics as well as its supply has been dealt with under the guidance of current
laws and by-laws of “social security system”. Effective supply of health services and backing
its funding with strong financial resources are among the prominent problems of all developed
and developing countries. In this paper, we provide facts about the extent of health services
from various angles and their methods of funding. We also point out the recent problems that have arisen from internal and global developments and their impact on funding of health
services and discuss probable solutions

Abstract
Temel ihtiyaç ve insan hakkı olan sağlık hizmetleri, devletin maliyet - fayda ilişkisi kurmaksızın kaynak tahsis etmesi gereken bir hizmet türüdür. Dünyada olduğu gibi, ülkemizde de sosyal ve ekonomik kalkınmanın temel göstergelerinden biri olan sağlık hizmetleri önemini sürekli korumaktadır. Kamu ekonomisi açısından sağlık harcamalarının finansmanı, nitelikleri ile üretimine ilişkin sorunların çözümü, ülkelerin yürürlükteki “Sosyal Güvenlik Sistemi” kapsamında ele alınmaktadır. Sağlık hizmetlerinin etkin biçimde sunumu ve sağlam finansman kaynaklarına dayandırılması, gelişmiş ve gelişmekte olan tüm ülkelerin gündeminde öncelikli bir sorun konumundadır. Bu çalışmada, ülkemizdeki sağlık hizmetlerinin kapsamı, hizmet birimleri ve finansman yolları hakkında bilgi verilerek, bu alanda meydana gelen iç ve dış gelişmelerin etkileri ile hizmet finansmanına ilişkin ortaya çıkan sorunlar ve çözüm arayışları hakkında bir değerlendirme yer almaktadır.
