Abstract
The main purpose of this study is to determine the problems of public bureaucracy
which is inefficient and ineffective in the 21th century charecterized the period open and
rapid technology through globelization. For this purpose first of all, idendification of the
definition and scope of bureaucracy will be important. In this respect these issues will be
mentioned first. After that the problems of public bureaucracy will be determined
systematically and finally solution proposal to these problems are studied.
Abstract
Bu çalışmadaki temel amaç, küreselleşmeye açık ve hızlı teknolojik değişimin yaşandığı 21. yüzyılda hantal ve iş göremez durumunda olan kamu bürokrasinin sorunlarını tespit etmek ve çağa uygun çözüm önerileri getirmektir. Bu amaç doğrultusunda öncelikle bürokrasi kavramının tanımı ve kapsamının ortaya konulması önem arzetmektedir. Bu bağlamda çalışmada, bürokrasi kavramının tanımı ve kapsamı ile bürokrasi kuramları öncelikli olarak ele alınmaktadır. Sonra kamu bürokrasinin sorunları sistemli olarak belirlenmekte ve en son olarak da belirlenen sorunlara çözüm önerileri getirilmeye çalışılmaktadır.
