Abstract
Historically, many theorists maintaned that democracy was workable only when the
public possessed a high degree of political information. Mill, Toucqueville and the
another writers saw these public traits as essential requeriments for a successful
democratic system. Morover the citizenry should be supportive of the political system and
share a deep commitment to democratic ideals such as pluralism, free expression and
participation of all citizens.
This study presents a populist view of the democratic process, emphasizing the
attitudes and behaviors of the average citizens. Our case provides expectations, tendencies
and participation forms of citizens in Konya

Abstract
Demokrasinin gelişme sürecine bakıldığında, Tocqueville ve Mill gibi birçok düşünür, demokrasinin güçlenmesinin önemli koşulunun yurttaşlarla birlikte yönetim anlayışı olduğunu önemle vurgulamışlardır. Çağdaş siyaset ve yönetim anlayışı, sorun belirleme ve çözme süreçlerinde yurttaş odaklı yaklaşımlar üzerinde yoğunlaşmaktadır. Bu çalışmada da, yerel düzeyde halkın yerel siyasete ve yönetime bakışı, katılma eğilimleri gibi konular irdelenmiş ve yapılan alan araştırmasından bazı örnekler sunulmuştur.
