Bir Vesayet Aracı Olarak Büyük Ortadoğu Projesi ve Terörizm Üzerine Bir Değerlendirme

Abstract

Büyük Ortadoğu Projesi, bölgede demokrasi ve istikrarı teşvik etmeyi amaçlayan, Orta Doğu ve Kuzey Afrika bölgesinin önerilen bir yeniden yapılanmasını tanımlamak için kullanılan bir terimdir. Bu noktada egemen güçlerin, uluslararası ölçekte gerçekleştirdikleri hamlelerin bölgesel veya küresel nispette terörist grupların ortaya çıkmasına ve büyümesine katkıda bulunabildiği de dikkate alınması gereken bir husustur. Bu kapsamda güvenlik tehditleri devlet ve devlet dışı aktörlerle birlikte bütüncül bir biçimde ele alınmasını icap ettiren, sınır aşan, aynı anda birden fazla devleti etkileyebilen, mobil, eylemleri itibariyle asimetrik bir hüviyet kazanmaktadır. Bu nedenle ulusal ve uluslararası güvenlik ve istikrar ile alakalı meselelerin, bölgesel ve küresel istikrar anlayışı ile bir medeniyet inşası noktasından ele alınması, sorunların bertaraf edilmesinde, sonrasında istikrar, güven ve refah ortamının yaratılmasında kritik öneme sahiptir. Bu çerçevede çalışmamızda bir uluslararası vesayet projesi olarak Büyük Ortadoğu Projesi ve Terörizm fenomenleri ve istismar alanlarının izale edilebilmesi noktasında benimsenmesi gereken hususlara dair bir inceleme gerçekleştirilecektir.

An Assessment of the Greater Middle East Project and Terrorism as A Tool of Tutelage

Abstract

The Greater Middle East Project is a term used to describe a proposed restructuring of the Middle East and North Africa region, aimed at promoting democracy and stability in the region. At this point, it should be taken into account that the moves of the sovereign powers on an international scale may contribute to the emergence and growth of terrorist groups at a regional or global scale. In this context, security threats gain an asymmetrical identity in terms of mobile, actions that require a holistic approach with state and non-state actors, transboundary, capable of affecting more than one state at the same time. For this reason, it is critical to deal with issues related to national and international security and stability from the point of view of regional and global stability and the construction of civilization, to eliminate problems and create an environment of stability, security, and prosperity afterward. In this framework, in our study, an examination will be carried out on the issues that should be adopted in order to eliminate the Greater Middle East Project as an international tutelage project and Terrorism phenomena and areas of abuse.
