From the proclamation of Tanzimat until the foundation of Turkish Republic the Ottoman State witnessed fifty different Ministers of Finance all in charge within eighty-four years. Their ranks, educational and bureaucratic backgrounds, tenure times, social roots and intellectual dimensions are investigated in order to understand the evolution of an administrative institution and the ruling elite of it. The evolution of the Ministry itself is summarized in the first part of the paper in purpose of orientation.
