Xi Jinping Dönemi Çin Dış Politikasının Politik Ekonomisi

Abstract

Bu çalışmada, Xi Jinping liderliğinde Çin Dış Politikası’nda meydana gelen dönüşüm ekonomi politik bakış açısından ele alınmıştır. Çalışmanın temel amacı 2012 yılından başlayarak 2023 yılına kadar Çin dış politikasına yön veren temel amaç ve hedeflerin gerçekleştirilmesi için ekonomik gücün hangi araçlar ve politika öncelikleriyle yönlendirildiğinin ortaya konmasıdır. Bu amaca ulaşmak için Xi Jinping döneminde belirlenen ekonomi-politiğin hangi gerekçeler üzerinden meşrulaştırıldığı ve bu politik ekonomik yapının dış politikayı nasıl şekillendirdiği üzerine odaklanılmıştır. Çalışmada Xi Jinping’in ekonomik araçları giderek daha agresif şekilde kullanmaya başladığı, devlet sahipliğindeki şirketlerin merkezî rolünün devam ettiği ancak bu şirketler üzerindeki Parti kontrolünün arttığı, piyasa ekonomisi mekanizmalarının uygulandığı ancak siyasi liberalleşmeye yol açacak tüm tehditlerin ortadan kaldırıldığı bir dış politika izlediği ortaya konulmuştur.

Political Economy of China’s Foreign Policy Under Xi Jinping

Abstract

This study examines the transformation of China's foreign policy under the leadership of Xi Jinping from a political economy perspective. The main objective of the study is to reveal the tools and policy priorities through which economic power is directed to realize the main goals and objectives that shape Chinese foreign policy starting from 2012 until 2023. In order to achieve this goal, the study focuses on the justifications on which the political economy of the Xi Jinping era was legitimized and how this political economic structure shaped foreign policy. The study reveals that Xi Jinping has started to use economic instruments more and more aggressively, that the central role of state-owned companies has continued but Party control over these companies has increased, and that he has pursued a foreign policy in which market economy mechanisms are implemented but all threats that would lead to political liberalization are eliminated.
