Abstract

States use public diplomacy activities to shape international perceptions of themselves. Digital diplomacy is particularly important in times of international crisis, as it enables the direct and rapid transfer of information to international public opinion. In this respect, countries should quickly and effectively construct their narratives about where they stand in this crisis environment. This study seeks to answer the questions of what are the reflections of the 7 October 2023 Hamas-Israel War on Iran's online narrative used in Iran's digital diplomacy and what emphases have shaped the identity representation towards Israel in this narrative. In this direction, the reflections of the Hamas-Israel War on Iran's online narrative were evaluated in the context of digital diplomacy. In this context, X posts created on the X account of the Iranian Ministry of Foreign Affairs between 7 October 2023 and 30 April 2024 were examined by qualitative content analysis method. In the analysed X posts, it was observed that Iran frequently emphasised the negative aspects of the Israeli identity created in its online narrative. In the content; it was observed that Iran emphasised the positive connotations of its own identity through its position in this war by emphasising that it has a pro-peace and humane understanding of diplomacy.

7 EKİM 2023 İSRAİL-HAMAS ÇATIŞMASINA YÖNELİK İRAN DİJİTAL DİPLOMASİSİ

Abstract

Devletler, kendilerine yönelik uluslararası algıyı şekillendirmek adına kamu diplomasisi faaliyetlerine başvurmaktadırlar. Dijital kamu diplomasi özellikle uluslararası alanda meydana gelen kriz dönemlerinde uluslararası kamuoyuna bilgi aktarımının doğrudan ve hızlı gerçekleşmesini mümkün kıldığı için önem arz etmektedir. Bu açıdan ülkeler kendilerini bu kriz ortamında nerede konumlandırdıklarına dair anlatılarını hızlı ve etkili bir şekilde inşa etmelidir. Bu çalışmada, 7 Ekim 2023 Hamas-İsrail Savaşı’nın İran’ın dijital diplomasisinde kullandığı çevrimiçi anlatısına yansımaları nelerdir ve bu anlatıda İsrail’e yönelik kimlik temsili hangi vurgularla şekillenmiştir sorularına yanıt aranmıştır. Bu doğrultuda Hamas-İsrail Savaşı’nın, İran’ın çevrimiçi ortamda gerçekleştirdiği anlatısına yansımaları dijital diplomasi bağlamında değerlendirilmiştir. Bu bağlamda İran Dışişleri Bakanlığı’na ait X hesabında 7 Ekim 2023 ve 30 Nisan 2024 tarihleri arasında oluşturulan X paylaşımları, nitel içerik analizi yöntemi ile incelenmiştir. İncelenen X paylaşımlarında; İran’ın, çevrimiçi anlatısında oluşturduğu İsrail kimliğinin olumsuz yönlerine sıklıkla vurgu yaptığı gözlemlenmiştir. İçeriklerde; İran’ın, barış yanlısı ve insancıl bir diplomasi anlayışına sahip olduğu vurgulanarak kendi kimliğine yönelik olumlu çağrışımları bu savaştaki konumu üzerinden vurguladığı gözlemlenmiştir.
