Osmanlı İdaresinde Adem-i Merkeziyet ve İmtiyazlı Eyâletler
Abstract
Osmanlı Devleti tipik bir merkeziyetçi imparatorluk idi. Ancak zamanın icapları adem-i merkeziyetçi bir takım tatbikatı ortaya çıkarmıştır. Mülkî taksimata esas olan eyâletlerin bir kısmı birbirine benzer esaslara göre idare edilmiş; bir kısmı ise o eyâletin tarihî, siyasî, iktisadî ve içtimaî farklılıkları sebebiyle ayrı bir idare tarzına sahip olmuştur. Normal eyâletlerin bile idaresi aynı değildir. Bir de idaresi tamamen farklı mümtaz (imtiyazlı) eyâletler vardır. Bunlardan Eflâk-Boğdan gibi bazıları merkeze daha sıkı bağlarla bağlıdır; Dobrovenedik gibi bazılarında ise bağlar daha gevşektir. Kimi merkeze maktu vergi verir; kiminde vergi münferiden toplanır. Bir kısmı orduya asker verir. Çeşitli zamanlarda sayısı yirmiyi bulan mümtaz eyâletlerin, Avusturya, Moskova gibi bağlı devletlerden farkı şudur ki, bunlarda idareciler İstanbul tarafından seçilir veya tayin edilir veya seçim tasdik edilir. Bağlı devletler ise sadece haraç ve asker verir. Bunlar bir nevi siyasî himâye ve askerî ittifak anlaşmasıdır. Modern idare hukukçularının tevsi-i mezuniyet (déconcentration) olarak izah ettikleri Osmanlı idarî sistemi, yalnızca normal eyâletler için bahis mevzuu idi. Mümtaz eyâletlerde idarî, hatta bazen siyasî adem-i merkeziyetçiliğe (décentralisation) varan bir hava hâkim olmuştur. Adem-i merkeziyetçi tatbikat, geniş sınırlara sahip ve farklı ırk ve dinlere mensup halkların yaşadığı imparatorluğun daha kolay idaresine imkan vermiş; mümtaz eyâletler bu sayede uzun müddet bağlılığını devam ettirmiştir. Ayrıca demokrasi geleneği bakımından da mühim bir merhale teşkil eden bu kendine has idare tarzı Osmanlı Devleti'nin son asra kadar daha az patırtıyla karşılaşmasına ve uzun bir ömür sürmesine yardımcı olmuştur denilebilir. Taşra idarecilerinin giderek müstakil bir statü kazanmaları üzerine Sultan II. Mahmud'dan itibaren merkezî otoriteyi güçlendirici tedbirler alınmış; bazı eyâletlerin imtiyazlı statüsü kaldırılmıştır. Bununla beraber siyasî zaruretler daha başka mümtaz eyâlet ve sancaklar doğurmuş; bunlar devletin sonuna kadar varlığını sürdürmüştür. Tanzimat Fermanı'nın ilânından sonra taşra idaresinde tekrar hâkim olan adem-i merkeziyetçi hava, II. Meşrutiyet'ten sonra kendisini daha bâriz göstermiş ve devletin çöküşünü önleyecek bir tedbir olarak görülmüşse de tam mânâsıyla tatbiki mümkün olamamıştır. Decentralisation and Privileged Provinces in the Ottoman Administration
Abstract
The Ottoman was a typical centralized empire. However necessities of the time introduced a set of decentralized applications. Some provinces subjecting to administrative divisions were governed according to similar rudiments; some of them had different administration style due to their historical, political, financial and social differences. Normal provinces do not have even same administrations. There are also privileged provinces in which completely different administrations are applied. Some of them like Wallachia-Moldavia adhered with tight bonds to the governmental center; as in the case of Dubrovnik some had looser bonds to the center. Some provinces pay lump-sum taxes; in some provinces taxes are gathered apart. Some of them afford military men to the army. The privileged provinces, from time to time their number reached twenty, differ from the adhered countries such as Austria, Moscow such that in the privileged provinces administrators are chosen or appointed or election is confirmed by Istanbul. The adhered counties only pay taxes and afford military men. These are a kind of political auspices and military alliance treaties. The Ottoman administrative system, modern administrative legists explain this as déconcentration, can be only mentioned for the normal provinces. Administrative and even political decentralization have dominated in the privileged provinces. Decentralized application enabled the Empire, having wide borders and in which peoples with different ethnic groups and religions live, to be governed much easily. The privileged provinces, therefore, preserved their adherence long time. Besides, it can be said that this specific administration style which was significant stage for the democratic tradition helped Ottoman State to rule with less turbulence and a long time. Because rural administrators gradually gained autonomous statue, beginning from Sultan Mahmud II the measures were taken in order to strengthen the central authority and privileged status of some provinces was abolished. On the other hand, political needs caused privileged provinces which continued their existence until the end of the state. In the meanwhile, after the Tanzimat decentralized style prevailed again in the rural administration. It took effect more after the II Meşrutiyet and although the decentralization was thought of as a measure to prevent the collapse of the state, it was not to be of help.
