Bu çalışma, Judith Mendelsohn Rood'un Mehmed Ali Paşa yönetimindeki Bilâdü'ş-şam'ı ve bilhassa Kudüs'teki sosyal ve hukukî değişimleri incelediği eserinin bir değerlendirmesidir. Yazar, eserin şer'iye sicillerine dayanmasına rağmen okuyucuyu beklenen hukukî tahlillerden mahrum bıraktığını, daha çok siyasi tarih niteliği taşıdığını ve bazı özel örneklerden hareketle abartılı genellemelere varıldığını belirtmektedir.
