Türkiye'de Kalkınmayı Yeniden Düşünmek: Ekonomik Büyümenin Ötesinde

Öz

Bu çalışma, Türkiye'deki kalkınmayı çok boyutlu bir perspektiften ele almakta; kişi başına GSYİH, İnsani Gelişme Endeksi (İGE) ve üç temel bileşeni ile bölgesel kalkınma farklılıklarını tek bir analitik çerçeve altında bir araya getirmektedir. Ulusal düzeydeki analiz 2000–2023 dönemini kapsarken, bölgesel analiz 2020 yılı verilerine dayanmaktadır. Çalışma, ekonomik büyüme ile insani gelişme arasındaki ilişkiyi betimleyici bir yaklaşımla incelemektedir. Bulgular, kişi başına GSYİH ile İGE'nin genel itibarıyla benzer bir yükseliş trendi izlediğini ortaya koymakla birlikte, değişim hızları ve ekonomik ile sağlık şoklarına verdikleri tepkiler arasındaki önemli farklılıklar olduğu görülmektedir. Bu durum, kalkınmanın değerlendirilmesinde yalnızca ekonomik veriye dayanmanın sınırlılıklarını ortaya koymaktadır. COVID-19 salgını, tüm çalışma dönemi boyunca gözlemlenen tek İGE düşüşüne neden olurken, 2020 sonrası dönem GSYİH ve İGE büyümeleri arasında yapısal bir ayrışma olduğunu göstermektedir. İGE bileşenleri analizi, eğitimin en güçlü insani gelişme belirleyicisi olduğunu gösterirken, beklenen ve ortalama okullaşma yılları arasındaki büyük farkın önemli politika sonuçları doğurduğunu vurgulamaktadır. Çalışmanın bölgesel analiz kısmı ise, en yüksek ve en düşük değere sahip iller arasında üç katı seviyesinde bir farkla birlikte belirgin bir Batı-Doğu ayrışmasını gözler önüne sermiştir. Bu bulgular, Türkiye'de kanıta dayalı kalkınma politikaları için çok boyutlu yaklaşımların önemini güçlendirmektedir.

Rethinking Development in Türkiye: Beyond Economic Growth

Öz

This study evaluates development in Türkiye through a multidimensional perspective, bringing together GDP per capita, the Human Development Index (HDI) and its three core components, and regional development disparities within a single analytical framework. The national level analysis covers the period 2000–2023, while the regional analysis is based on 2020 data. The study employs a descriptive approach to examine the relationship between economic growth and human development. The findings indicate that while GDP per capita and HDI followed broadly similar upward trends, significant differences in their rate of change and responsiveness to economic and health shocks reveal the limitations of relying exclusively on economic output to assess development progress. The COVID-19 pandemic caused the only observed decline in HDI across the entire study period, while the post-2020 period reveals a growing structural decoupling between GDP growth and HDI progress. Component-level analysis identified education as the strongest driver of improvement, while highlighting a persistent gap between expected and mean years of schooling with significant policy implications. Regional analysis revealed a pronounced West-East divide in human development outcomes, with a nearly threefold gap between the highest and lowest performing metropolitan cities. These findings reinforce the importance of multidimensional approaches for evidence-based development policy in Türkiye.
