Almanya ve ABD Federal Yapılarının Karşılaştırmalı İncelemesi

Abstract

Karşılaştırmalı siyasette devlet yönetiminin ikinci düzeyi Üniter ve Federal yapıda üzerinden açıklanmaktadır. Bu çalışmada, Federal Devlet sistemi üzerinde durulmaktadır. Bu bağlamda, iki federal devlet olan Amerika Birleşik Devletleri (ABD) ve Almanya’nın yönetim açısından birbirlerine benzer ve farklı yapılanmaları üzerinden karşılaştırma yapılmaktadır.
Giriş bölümünde, Federal Devlet sistemi teorik olarak ele alınmakta, alt ulus sistemleri üzerine literatürde yer alan yaklaşımlara yer verilerek ve kavramların tanımlanması da yapılacaktır Kavramsal tanımların ardından gelen birinci bölümde, Almanya’nın federal yapısı, merkez ile eyaletlerin ilişkileri, anayasal, kamu sektörü istihdam ve harcamaları, hizmet ve sorumlulukları ile sorumluluk ve yetki alanları incelenmektedir. İkinci bölümde ise Almanya federal sistemin incelemesinde olduğu gibi Amerika Birlişik Devletleri’nin federal sistem yapısı, aynı konu başlıklarına bağlı olarak incelenesi yapılmaktadır. Sonuç bölümünde ise iki ülkenin yönetim yapısının karşılaştırmasını kapsamaktadır.
Federal iki devlet olan Almanya ve ABD federal sistem yapıları her iki ülkenin gerek sistemlerinde farklı yaklaşılmalarının bulunması gerekse yönetim şekillerindeki ayrımların diğer ülkelere model olabilecek yapıları nedeni ile çalışmada bu iki ülkenin karşılaştırılması yapılmaktadır. Bu bağlamda, iki farklı sistem üzerinden Federalizmle yönetilen ABD ve Almaya federal yapıları hem idari hem de uygulama bağlamında karşılaştırılmaktadır.
Federal hükümet sistemlerinin uygulama aşamasında ülkelerin siyasi kültür ve devlet yapılanmaları nedeni ile farklılıklar olduğu çalışmada ortaya konmaya çalışılmıştır. Bu bağlamda Amerika Birleşik Devletleri ve Almanya Fedaral sisstem yapısında seçim sisteminden adli yapısına kadar farklılıkların bulunduğu sonuç bölümünde tablo oluşturularak belirtilmiştir.

Comparative Examination of the Federal Structures of the USA and Germany

Abstract

In comparative politics, the second level of state administration is explained through the Unitary and Federal structure. This article focuses on the Federal State system. In this context, a comparison is made based on the similar and different structures of the two federal states, the United States of America (USA) and Germany, in terms of administration.
In the introduction section, the Federal State system is discussed theoretically, approaches in the literature on sub-national systems are included and the concepts are defined. In the first section, following the conceptual definitions, Germany's federal structure, relations between the center and the states, constitutional, public-sector employment and expenses, services and responsibilities, and areas of responsibility and authority are examined. In the second part, the federal system structure of the United States of America is examined based on the same topics, as in the examination of the German federal system. The conclusion section covers the comparison of the management structure of the two countries.
The federal system structures of Germany and the USA, which are two federal states, are compared in the study because of the different approaches in the systems of both countries and the distinctions in the management styles that can be a model for other countries. In this sense, the federal structures of the USA and Germany, which are governed by federalism through two different systems, are compared in both administrative and implementation contexts.
The study attempted to reveal that there are differences in the implementation phase of federal government systems due to the political culture and state structures of the countries. In this context, it is stated that there are differences in the federal system structure of the United States and Germany, from the electoral system to the judicial structure, by creating a table in the conclusion section.
