Abstract
Bu makalede, Sultan II. Mahmud döneminden başlayarak 1856 Islahat Fermanı'na kadar Osmanlı merkez ve taşra teşkilâtında yapılan düzenlemeler ele alınmaktadır. II. Mahmud, klasik dönem diye adlandırılan devrin hemen bütün müesseselerini tasfiye etti ve yeni bir merkezî örgütlenmeye gitti. Söz konusu yeni yapıya uygun görev yapacak memur yetiştirmek için de bazı okullar açtı. Merkezî yapıyı güçlendirdi ve görev alanları daha belirgin olan nezaretleri kurdu. Ayrıca bu nezaretlere yardımcı olmak üzere daimî danışma kurulları meclisler oluşturdu. Tanzimat döneminde ise II. Mahmud'un yaptığı bu köklü reformların hukukî alt yapısı oluştu-rulmaya çalışıldı. Bu dönemde bir yandan reformların ayrıntıları ele alınırken, bir yandan da reformlar taşraya teşmil edildi.
Abstract
In this article, reconstruction in the Ottoman Central and Peripherial Instutions starting from Sultan Mahmud II up until 1856 Islahat Fermani Declaration of Reconstruction are dealth with. Mahmud II discharged almost all the institutions of what is called the classical period and moved on the central institutions. He opened some schools educate people for these newly founded institutions. He enhanced the central structure and opened ministries with clearly defined duties. In addition to these ministries, in order to help them he formed some perminent councils. During the Tanzimat period, legal infrastructures of these reforms were set. In this period, while the details of the reforms were taken into consideration, these reforms were disseminated within the provinces.
