1843 yılında Osmanlı ordusunda yeni bir düzenleme yapılarak Osmanlı toprakları beş ordu bölgesine ayrılmıştı. Bunlardan birisi de Sivas, Diyarbekir, Maden-i Hümâyûn, Musul, Erzurum, Van, Kars, Gümüşhane eyaletlerini içine alan Anadolu Ordusu idi. Merkezi önce Sivas, sonra Harput oldu. Ordunun kuruluşuyla ilgili işlemler büyük ölçüde ilk komutan olan Müşîr Ebubekir Rüstem Paşa döneminde tamamlandı.
In 1843, the Ottoman lands was separated into five military regions. One of them was Anatolia which was planned to host the so called Anatolian Army occupying the provinces of Sivas, Diyarbekir, Maden-i Hümâyûn, Musul, Erzurum, Van, Kars, Gümüşhane. The headquarter of the Anatolian Army was first Sivas but then transported to Harput. The establishment of the Army was completed during the office of Marshal Ebubekir Rüstem Pasha who was also the first commander of it.
