Social Work Profession, Culture and Cultural Competence Standards

Abstract

In addition to the ethical rules in social work intervention, this study has been prepared considering that an intervention plan should be applied by taking into account the cultural differences of the applicant. It is thought that if the cultural differences that need to be considered and important while meeting the social service needs of people belonging to different cultural mosaics are ignored by the social worker, the service provided may cause the service to be insufficient. In this context, it is necessary for the social worker to be culturally competent and to educate himself in the light of new information. The National Association of Social Workers incorporates the Cultural Competence Standards, which they published in 2003, into the ethical standards of the social work profession. When these standards are taken into consideration, the concepts of self-awareness, cultural humility, cultural competence, reduction of prejudices, empathy, effective communication, openness to continuous learning against different cultures, broad knowledge and skills, appropriate social support, good use of resources and opportunities, ethnic discrimination, respect for cultural differences, defence of the right to fair service come to the fore. In line with these concepts, social service professionals are expected to increase their knowledge in the field of cultural differences, which can be made available through continuous training. In this study, it is aimed to contribute to the social work literature by giving general information about cultural competence standards.

Sosyal Hizmet Mesleği, Kültür ve Kültürel Yeterlilik Standartları

Abstract

Sosyal hizmet müdahalesinde etik kuralların yanı sıra müracaatçının kültürel farklılıkları da gözetilerek bir müdahale planı uygulanması gerektiği düşünülerek bu çalışma hazırlanmıştır. Farklı kültürel mozaiğe mensup kişilerin sosyal hizmet ihtiyacı karşılanırken dikkat edilmesi gereken ve önem arz eden kültürel farklılıkların sosyal hizmet uzmanı tarafından göz ardı edilmesi verilen hizmetin yetersiz kalmasına sebebiyet verebileceği düşünülmektedir. Bu bağlamda sosyal hizmet uzmanının kültürel açıdan yetkin olması ve sürekli yeni bilgiler ışığında kendini yetiştirmesi gerekliliği ortaya çıkmaktadır. Ulusal Sosyal Hizmet Uzmanları Birliği bu konu üzerine çalışma yaparak 2003 yılında yayınladıkları Kültürel Yeterlilik Standartlarını sosyal hizmet mesleğinin etik standartlarına dahil etmektedir. Bu standartlar göz önünde bulundurulduğunda öz farkındalık, kültürel alçakgönüllülük, kültürel yeterlilik, önyargıların azaltıması, empati, etkili iletişim, farklı kültürlere karşı sürekli öğrenmeye açık olma, geniş bilgi ve beceri, uygun sosyal destek, kaynak ve fırsatların iyi değerlendirilmesi, etnik ayrımcılık, kültürel farklılıklara saygı, adil hizmet hakkını savunma, kavramları ön plana çıkmaktadır. Bu kavramlar doğrultusunda sosyal hizmet profesyonellerinin kendilerini kültürel farklılıklar alanında bilgilerini arttırmaları beklenmekte ve bu da sürekli eğitimler ile mevcut kılınacaktır. Bu çalışma ile kültürel yeterlilik standartları hakkında genel bir bilgi verilerek sosyal hizmet literatürüne katkı sağlamak amaçlanmaktadır.
