Uluslararası Çalışmaların Gündeminde Engelli Kadın Ayrımcılığının İfadesi

Abstract











Birçok çalışmada engelli kadınların engelli erkeklerden
ve engelli olmayan kadınlardan farklılaşan dezavantajlı konumları yeterince
dikkate alınmamaktadır. Engelli kadınlarla ilgili sosyal çalışmaların
planlanması ve uygulamada işlevsel olması için onların dezavantajlılık
konumlarının netleştirilmesi önemlidir. Bu makalede hem engellilik hem de
toplumsal cinsiyet dezavantajına birden sahip olan engelli kadınlarla ilgili
çalışmaların ne zaman başladığı, bu çalışmaların uluslararası alanda nasıl
gündeme geldiği ve burada engelli kadınların ayrımcılık durumlarının nasıl adlandırıldığı,
çalışmalar arasındaki devamlılığı, engelli kadın ayrımcılığının en doğru
ifadesinin ne olduğu keşfedilmeye çalışılmıştır. Bu amaçla engelli kadınlardan
bahseden ya da özel olarak engelli kadınlar hakkında gerçekleştirilmiş olan 14
uluslararası çalışma tarihsel sıralama doğrultusunda ele alınmıştır. Böylece
hem literatürde çok dağınık olan bilgiler derlenmiş hem de engelli kadın
ayrımcılığını önlemede doğru adımların atılması için doğru bakış açısının
tespiti vurgulanmıştır. Buradaki asıl amaç engelli kadın ayrımcılığının
kesişimsel ayrımcılık kapsamında ele alınmasını önermektir. Çalışmada engelli
kadın ayrımcılığı konusunda geçmişten gelen bir karmaşanın hâkim olduğu,
onların durumlarını ifade etmede çoklu ayrımcılık kavramının daha yaygın
kullanıldığı, kadın çalışmalarında ve engellilik çalışmalarında hak ettikleri
ilgiyi görmedikleri tespit edilmiştir.

Expression of Women with Disabilities Discrimination on the Agenda of International Studies

Abstract




















In many studies
disadvantaged positions of women with disabilities differing from men with
disabilities and women without disabilities are not sufficiently taken into
consideration. It is important to clarify their disadvantaged positions to plan
social work for women with disabilities and to be functional in practice. In
this article, it was tried to find out when the studies about women with
disabilities who have both disability and gender disadvantages started, how
these studies came to the international arena and how the discriminatory status
of women with disabilities were named, the continuity between the studies and
what the most accurate expression of discrimination against women with
disabilities is. For this purpose, 14 international studies which talk about
women with disabilities, or are specifically on them have been discussed in the
direction of historical ranking. Thus, both the scattered information in the
literature has been compiled and the right angle of view has been emphasized to
take steps to prevent discrimination against women with disabilities. The main
purpose here is to address the discrimination of women with disabilities within
the context of intersectoral discrimination. It has been determined in this
study that there is a complexity from the past regarding discrimination against
women with disabilities, the concept of multiple discrimination is more widely
used for expressing their situation, women with disabilities do not see the
deserved interest in women's studies and disability studies.
