An Assessment Related Violence Against Women in the Context of Covid-19 Pandemic

Abstract

Violence against women is a complex phenomenon with serious consequences both individually and socially. Violence can occur in physical, sexual, economic and psychological ways. The roles that are imposed on women due to their genders increases inequalities. Also it contributes the existing patriarchal order. In this case, women should be empowered both legal and individual ways. Especially during periods of crisis that lead to unexpected social change, it uncovers risk factors for women.The increasing worldwide violence against women with the COVID-19 outbreak is an example of this issue. Isolation practices that are carried out to prevent the effects of pandemic restrict women's access to the mechanisms that they can reach to protect themselves against violence. In line with indicators around the world, rate of the violence against women has also increased in Turkey during the outbreak. In this study, it was aimed to highlight the cases of violence against women during the pandemic. By referring national and foreign literature about the measures taken by countries, the legal mechanisms and practices in Turkey was examined. Suggestions were presented about the improvable sides of existing applications about the violence against women. It was emphasized that the contribution of bio-psycho-social perspective and social work discipline is essential in struggling violence against women during the pandemic.

COVID-19 Pandemisi Bağlamında Kadına Karşı Şiddete İlişkin Bir Değerlendirme

Abstract

Kadına karşı şiddet, bireysel ve toplumsal anlamda ciddi sonuçları olan karmaşık bir olgudur. Şiddet; fiziksel, cinsel, ekonomik ve psikolojik olarak gerçekleşebilmektedir. Bunun yanı sıra toplumsal cinsiyet rolleri nedeniyle kadına yüklenen misyonlar eşitsizlikleri artırmakta, var olan ataerkil düzen eşitsizliği beslemektedir. Bu durumda kadınların hem yasal anlamda hem de bireysel düzeyde güçlenmelerini sağlamak gerekmektedir. Özellikle beklenmedik toplumsal değişimlere neden olan kriz dönemleri, kadınlar açısından risk faktörlerini ortaya çıkarmaktadır. COVID-19 salgını ile birlikte dünya genelinde artış gösteren kadına karşı şiddet vakaları bunun bir örneğidir. Salgını önlemek amacıyla gerçekleştirilen izolasyon uygulamaları, kadınların şiddetten korunmak için ulaşabileceği mekanizmalara erişimlerini kısıtlamaktadır. Dünya genelindeki göstergelere paralel olarak Türkiye’de de kadına karşı şiddet oranlarının arttığı anlaşılmaktadır. Bu çalışmada, salgın döneminde kadına karşı şiddet vakalarının görünür kılınması amaçlanmıştır. Yerli ve yabancı literatür incelenerek, ülkelerin aldıkları önlemler, Türkiye’de yer alan yasal mekanizmalar ve uygulamalara değinilmiştir. Kadına karşı şiddet ile ilgili mevcut uygulamaların geliştirilebilir yönleri hakkında öneriler sunulmuştur. Salgın döneminde, kadına karşı şiddet ile mücadelede biyo-psiko-sosyal bakış açısı ile sosyal hizmet disiplinin katkısının gerekli olduğu vurgulanmıştır.
