Türkiye’deki Savaş Mağduru Engelli Sığınmacıların İhtiyaçları ve Baskı Mekanizmaları Üzerine Niteliksel Bir Değerlendirme

Abstract

Araştırma, Türkiye’de yaşayan geçici koruma statüsündeki engelli sığınmacıların gereksinimlerini, sorunlarını ve beklentilerini betimlemeyi ve hak temelli sosyal hizmet perspektifi ile baskı karşıtı uygulama odağında onların yaşam tecrübelerini değerlendirmeyi amaçlamaktadır. Çalışma, nitel metodolojiyle fenomenolojik yaklaşım kullanılarak yürütülmüştür. Araştırmaya SGDD-ASAM bünyesinde Gaziantep ilindeki temsilciliklerinden hizmet alan 20 engelli sığınmacı katılmıştır. Çalışmada yarı yapılandırılmış görüşme formu derinlemesine görüşme tekniğiyle uygulanmıştır. Veriler MAXQDA 2020 ile kodlanmış ve tematik analiz ile çözümlenmiştir. Katılımcıların önemli bir bölümünün acil sağlık hizmetlerinden faydalanmak amacıyla ülkemize giriş yaptıkları, kimlik problemi nedeniyle sağlık hizmetlerine erişemedikleri, dil bariyerinin hizmetlere erişim ve sürdürülebilirlik noktasında sorunlara neden olduğu ve bireylerin karşılanamayan medikal gereksinimleri nedeniyle sorun yaşadıkları görülmüştür. Karşılaşılan sorunlar ve özel gereksinimler bağlamında katılımcıların en çok altını çizdiği sorunun ve baskı mekanizmasının, ekonomik güçlükler olduğu saptanmıştır. Nihayetinde bu çalışma, engelli sığınmacıların ihtiyaçlar hiyerarşisini ve baskı unsurlarını ortaya çıkarmış ve sosyal hizmet perspektifinden müdahale önerileri ile engelli sığınmacıların sorunlarına çözüm stratejileri geliştirmiştir.

A Qualitative Evaluation of the Needs and Pressure Mechanisms of Disabled Asylum Seekers Victims of War in Turkey

Abstract

The aim of this study is to describe the needs of disabled asylum seekers living under temporary protected status in Turkey, their problems and service expectations, and to evaluate their life experiences with a rights-based social work perspective and anti-pressure practice focus. In the research, phenomenographic research method with qualitative methodology was used. The study was included 20 disabled asylum seekers who are receiving service from their representatives in Gaziantep province within the scope of SGDD-ASAM. In the study, the semi-structured interview form was applied with the in-depth interview technique. The data were encoded with MAXQDA2020 and analyzed with thematic analysis. It was observed that a significant portion of the participants entered our country in order to benefit from emergency health services, they could not access health services due to identity problems, the language barrier caused problems in terms of access to services and sustainability, and individuals had problems due to unmet medical needs. In the context of the problems encountered and special needs, it was determined that the problem and the pressure mechanism most emphasized by the participants were the economic difficulties. Consequently, the study revealed the hierarchy of needs and pressure elements of the disabled asylum seekers and developed solution strategies for the problems of disabled asylum seekers with intervention recommendations from a social work perspective.
