Engelli Hareketliliğinde Erişilebilirliğin Geliştirilmesi: Bir Hizmet Olarak Hareketlilik (MaaS) Önerisi

Abstract

Erişilebilirlik, toplumu oluşturan tüm bireylerin; tesislere, hizmetlere ve bilgilere özgürce ulaşabilmesini ve bunları kolaylıkla kullanabilmesini sağlamayı hedefleyen bir kavramdır. Modern toplumun önemli bir parçası olan hareketlilik hizmet ve faaliyetlerinin; erişilebilirlik arttıkça daha kolay, adil ve eşit hale gelmesi gerekmektedir. Ulaşım sistemleri ile sağlanan hareketliliğin tüm bireyler için erişilebilir hale getirilmesi amacıyla farklı birçok çalışma yapılmaktadır. Ancak engelli bireylerin seyahatleri, işlevsel kısıtlamaları olmayan bireylere kıyasla daha fazla belirsizlik ve zorluk içermektedir. Bunların çözümüne yönelik engelli bireylerin hareketlilik ihtiyaçlarına cevap verecek ortam ve koşulların oluşturulması için, MaaS uygulaması ile ülkemizde kullanılan diğer uygulamalar incelenmiştir. Bu çalışmada; engelli bireylerin ulaşım ihtiyaçları, beklentileri ve yaşadığı zorluklar göz önünde bulundurularak hizmete sunulan tüm uygulamaların, tek bir platformda birleştirilmesini içeren MaaS benzeri bir platformun özelleştirilmiş, kapsamlı bir modeli önerilmektedir. Bu model ile; ulaşım sistemleri ile sağlanacak erişilebilirliği ve hareketliliği artırmak için kullanıcının kısıtlamalarına uygun, yolcu tercihlerini de göz önünde bulundurarak seyahat seçenekleri ve rotalar önerilmektedir. Böylece, kullanıcıların yaşam kalitesini artıracak bir altyapı sayesinde; erişilebilir, maliyet etkin, emniyetli, güvenli ve esnek bir ulaşım deneyiminin sağlanması ve toplumsal katılımlarının desteklenmesi amaçlanmaktadır. Engelli bireylerin, hareketlilik gereksinimlerini karşılayan hizmetlere erişebilmelerine olanak sağlayan bu uygulama önerisi ile ulaşım alanında engelli bireylere yönelik yenilikçi bir çözüm geliştirilmesi ve literatüre katkı sağlanması hedeflenmektedir.

Enhancing Accessibility in Disabled Mobility: Mobility as a Service (MaaS) Proposal

Abstract

Accessibility aims to ensure all members of society can freely access and easily use facilities, services and information. Mobility becomes easier, fairer and more equal as accessibility increases. Several studies are conducted to make mobility provided by transport systems accessible to all. However, travelling for disabled people involves more uncertainties and difficulties compared to individuals without functional limitations. As a solution, MaaS application and other applications used in Türkiye are examined to create environments and conditions which respond to mobility needs of disabled people. This study proposes a customised, comprehensive model of a MaaS-like platform that combines on a single platform all the applications offered to transportation needs, expectations and difficulties experienced by disabled people. This model proposes travel options and routes suitable for the user's constraints, considering passenger preferences, to increase accessibility and mobility provided by transport systems. Thus, providing an accessible, cost-effective, safe, secure and flexible transport experience through an infrastructure to improve the quality of life for users and supporting their social participation is aimed. The objective is developing an innovative solution for disabled people in transportation by proposing an application that provides disabled people access to services meeting their mobility needs and contributing to the literature.
