Evaluation of Postgraduate Programs for Teaching Turkish to Turkish Children Living Abroad

Abstract

Every year, the Ministry of National Education assigns teachers to teach Turkish to Turkish children living abroad. However, when the branches of the teachers to be assigned are examined, it is seen that they are assigned in branches such as German, religious culture and moral knowledge, English, classroom, social studies, Turkish language and literature, and Turkish language teaching. The main reason for this situation is that there is no undergraduate program for teaching Turkish to Turkish children living abroad within the scope of higher education in Turkey. However, although there is no undergraduate program for teaching Turkish to Turkish children living abroad in Turkey, it has been determined that there are currently six graduate programs at the graduate level. There is no doctoral program for the field. Based on this determination, this study aims to comparatively evaluate graduate programs for teaching Turkish to Turkish children living abroad. The sub-objectives of the study are to comparatively evaluate the graduate programs of teaching Turkish to Turkish children abroad in terms of their expert faculty members and academic staff, program opening years, objectives and learning outcomes, duration of education, registration and admission requirements, student quotas in the last three terms, graduation requirements, course content and courses given in the last three terms. This research, which was created with the qualitative method, is a case study (case study). The study group consists of a total of six different graduate programs named five “teaching Turkish to Turkish children living abroad” and one “teaching Turkish to Turkish children living abroad” located in six different universities in Turkey (Akdeniz University, Gazi University, Hacettepe University, Necmettin Erbakan University, Sakarya University, Yıldız Technical University). Data from the official websites of the relevant institutions were collected using document review. Descriptive analysis was used in the analysis of the data. According to the results of the research, the only faculty member with expertise in the relevant field in the relevant programs is from Gazi University. The objectives and learning outcomes of the programs are generally similar. The duration of education is 2-3 years. The registration and admission requirements are largely similar, but there are differences in the calculation of grades for admission. It has been observed that the relevant programs at the two universities (Necmettin Erbakan University and Yıldız Technical University) have not accepted students for at least the last three semesters, and the number of students placed in the programs at other universities is quite low. The graduation requirements of the postgraduate programs are similar. It has been determined that there are similarities and differences in the courses offered in the programs, and it has been seen that the program with the most different content in terms of courses is at Gazi University.

Yurt Dışındaki Türk Çocuklarına Türkçe Öğretimi Lisansüstü Programlarının Değerlendirilmesi

Abstract

Yurt dışında yaşayan Türk çocuklarına Türkçe öğretmek amacıyla her yıl Millî Eğitim Bakanlığınca öğretmen görevlendirmesi yapılmaktadır. Ancak görevlendirilecek öğretmenlerin branşlarına bakıldığında Almanca, din kültürü ve ahlak bilgisi, İngilizce, sınıf, sosyal bilgiler, Türk dili ve edebiyatı, Türkçe öğretmenliği gibi branşlarda görevlendirmenin yapıldığı görülmektedir. Bu durumun temel sebebi Türkiye’de yükseköğretim kapsamında yurt dışında yaşayan Türk çocuklarına Türkçe öğretimine yönelik herhangi bir lisans programının bulunmamasıdır. Ne var ki Türkiye’de yurt dışında yaşayan Türk çocuklarına Türkçe öğretmenliği lisans programı olmasa da lisansüstü düzeyde günümüzde altı yüksek lisans programın olduğu tespit edilmiştir. Alana yönelik doktora programı ise bulunmamaktadır. Bu tespitten yola çıkarak bu çalışmada yurt dışında yaşayan Türk çocuklarına Türkçe öğretimi yüksek lisans programlarının karşılaştırmalı olarak değerlendirilmesi amaçlanmıştır. Çalışmanın alt amaçları ise yurt dışındaki Türk çocuklarına Türkçe öğretimi lisansüstü programlarının uzman öğretim elemanı ve akademik kadro, program açılış yılları, amaç ve öğrenme çıktıları, eğitim süresi, kayıt ve kabul şartları, son üç dönemdeki öğrenci kontenjanları, mezuniyet şartları, ders içeriği ve son üç dönemde verilen derslerine yönelik karşılaştırmalı olarak değerlendirilmesidir. Nitel yöntemle oluşturulan bu araştırma durum (örnek olay) çalışmasıdır. Çalışma grubunu Türkiye’deki altı farklı üniversitede (Akdeniz Üniversitesi, Gazi Üniversitesi, Hacettepe Üniversitesi, Necmettin Erbakan Üniversitesi, Sakarya Üniversitesi, Yıldız Teknik Üniversitesi) bulunan beş “yurt dışında yaşayan Türk çocuklarına Türkçe öğretimi” ve bir “yurtdışındaki Türk çocuklara Türkçe öğretimi” adlı toplam altı farklı yüksek lisans programı oluşturmaktadır. Doküman incelemesi kullanılarak ilgili kurumların resmî internet sayfalarında bulunan veriler toplanmıştır. Verilerin çözümlenmesinde betimsel analiz kullanılmıştır. Araştırmanın sonuçlarına göre ilgili programlarda ilgili alanda uzmanlığı olan tek öğretim elemanı Gazi Üniversitesindedir. Programların amaç ve öğrenme çıktıları genellikle benzerdir. Eğitim süreleri 2-3 yıldır. Kayıt ve kabul şartları büyük ölçüde benzerdir ancak kabul için not hesaplamasında farklılıklar mevcuttur. İki üniversitedeki (Necmettin Erbakan Üniversitesi ve Yıldız Teknik Üniversitesi) ilgili programlara en az son üç dönemdir öğrenci alınmadığı ve diğer üniversitelerdeki programlara da yerleşen öğrenci sayısının oldukça az olduğu görülmüştür. Lisansüstü programların mezuniyet şartları benzerdir. Programlarda verilen derslerde benzerlik ve farklılıklar olduğu tespit edilmiş, dersler yönünden en farklı içeriğe sahip programın Gazi Üniversitesinde bulunduğu görülmüştür.
