Although public administration has made a place for itself in various fields in the world in recent years, today the applied part of public administration; affects the application areas and many current situations of countries. One of the most important and difficult of these are the laws that ensure order in the inner workings of countries and facilitate everyday life practices. The validity of these laws is felt in many places, such as the situation in the functioning of countries and the effect in the public and private spheres. It is the laws of these countries and the public administration law that can organize the personnel working in the public or private sector in any country in the world and will have an impact on the development and growth of the countries. While everything is changing to a great extent all over the world (technology, informatics, political conjuncture, etc.), it is a fact that new systems and laws are also a necessity for the countries of the Middle East. This situation is aimed at increasing the productive capacity of the country to gain a competitive advantage in the countries that are marketed, taking advantage of the skills and characteristics of the employees and managers, with the correct implementation or regulation of the public administration law in the countries; thanks to the correct use of information technologies, it goes in the same direction with the rapid progress of the countries in the global world. This state of necessity manifests itself in the discovery of laws, strategies, and new policies to be developed in public administration. Therefore, the introduction of laws for the needs of the world, more specifically the Middle Eastern countries, leads to changes that may or may not have a direct effect on the purpose of eliminating all undesirable problems at the management levels.If the changes are not made, the public administration in the future of the Middle East will certainly have responsible recruitment, payment of wages, and social rights.
