Afganistan’daki Yirmi Yıllık İşgalin Analizi: ABD/NATO ve Barış Çabaları

Abstract

Makalenin amacı; ABD/NATO’nun başarısızlığa uğrayan Afganistan’daki harekâtı ile ABD ile Taliban arasında imzalanan anlaşmanın olası etkilerini irdelemektir. Bu kapsamda Afganistan’a barış getirmeyi hedefleyen söz konusu anlaşmayı inceleyerek Afganistan’ın gelecekte nasıl etkileneceğini analiz etmek ve Çin ve Rusya gibi küresel güçler ile bölge ülkelerin bu anlaşmaya yönelik politikalarını ortaya koymak hedeflenmiştir. Bu harekâtın başarısız olmasının çeşitli sebepleri vardır. Ancak, tüm sebeplerin ötesinde, Afganistan’ın uzun süreli bir dış güç tarafından işgal edilmeyeceği veya yönetilemeyeceği gerçeği bir kez daha kanıtlanmıştır. Ayrıca, yirmi yıllık savaş bölge ülkelerinde bıkkınlık yaratmış ve barışın sağlanması gerekliliği ortaya çıkmıştır. ABD ile Taliban arasında yapılan ve Afganistan’a barış getirmeyi hedefleyen anlaşmanın başarılı olması için, ABD’nin ve diğer Taliban’ın yönetimi tüm etnik unsurlarla paylaşması ve eski dinsel radikal öğelerden arınmış bir yönetim felsefesini benimsemesi gerekir.
