Modern prisons started to appear in the Ottoman Empire in the second half of the 19th century. Approaching the practice in Europe caused prisons, which originally served as locations where the criminal was held prisoner until he fulfilled his sentence, to change into locations where the criminal was imprisoned to serve his punishment. In this context, the study aims to reveal the state's efforts to ensure internal security through the prison system based on the data found in the Ottoman Archives. The inmates and detainees in Bursa Prison will be assessed according to the crimes they committed and the punishments they were given. Furthermore, the Ottoman government's initiatives to guarantee control and safety in prisons will be examined with particular reference to Bursa Prison. Documents from the Ottoman Archive pertaining to the Ottoman Empire's supervision over Bursa Prison will be examined to assess the central administration's efforts to uphold authority and discipline in prisons.
1858’de hazırlanan Osmanlı Ceza Kanunu ile ceza konusunda Batı’daki uygulamalara yaklaşılmış ve ilk örnekleri Avrupa’da görülen modern hapishaneler Osmanlı Devleti’nde de kurulmaya başlamıştır. İşlevsel olarak başlangıçta suçlunun cezasını çekene kadar tutsak edildiği yer olarak faaliyet veren Osmanlı mahbesleri, 19. yüzyılın ikinci yarısından itibaren suçlunun cezasını çekmesi için hapsedildiği yerlere dönüştürülmüştür. Bu bağlamda, çalışma Osmanlı Arşivi’ndeki belgelerden yararlanarak Osmanlı Devleti’nin hapis sistemi aracılığıyla iç güvenliği sağlama çabalarını, Bursa Hapishanesi örneği üzerinden ortaya koymayı amaçlamaktadır. Bu çalışmada 19. yüzyılın ikinci yarısından itibaren faaliyet gösteren Bursa Hapishanesi ve Tevkifhanesi (Hüdavendigar Merkez Hapishanesi ve Tevkifhanesi)’nde bulunan mahkûmların işledikleri suçlar ve aldıkları cezalar üzerinden değerlendirilecektir. Osmanlı Devleti’nin Bursa Hapishanesi’ndeki denetimlerine dair Osmanlı Arşivi’nde bulunan belgeler incelenerek merkezî yönetimin hapishanelerdeki otoriteyi koruma ve disiplini sağlama çabaları üzerine bir değerlendirme yapılacaktır.
