İNSANLIĞA KARŞI SUÇLAR VE YENİ-SÖMÜRGECİLİK

Abstract

Marxistler ile kapitalizm/küreselleşme karşıtları dışındaki grupların pektartışma konusu yapmadığı yeni-sömürgecilik, uluslararası ortamda neinsanlığa karşı suç olarak değerlendirilmekte ne de tanınarak kınanmaktadır.Hiçbir zaman bir sömürge-sonrası süreç yaşanmadığı, çünkü yenisömürgeciliğin, sömürgeciliğin devamı olduğu kabul edilirse, sömürgeciliğinkınanıp yeni-sömürgeciliğin kınanmaması bir çelişki gibi görünmektedir. Yenisömürgeciliğin, klasik sömürgecilikten farklı olarak dolaylı sömürüyü vegönüllü işbirliğini içermesi, dolayısıyla bir direnişin bulunmaması nedeniyle,içerdiği suç unsurlarının tespit edilmesi zordur. Yeni-sömürgecilik sürecinde,sömürülenin sömürüldüğünün farkında olmamasının yanı sıra, mevcut dünyasisteminin de buna müsait olması, üstelik neyin suç olması gerektiğine kararverenlerin güçlü devletlerin kontrolünde bulunması gibi nedenler, yenisömürgeciliğin – en azından kısa vadede – bir suç olarak görülmesinineredeyse imkânsızlaştırmaktadır

CRIMES AGAINST HUMANITY AND NEW COLONIALISM

Abstract

Neo-colonialism, which has not been debated except by Marxists,anti-capitalists and anti-globalists, is not considered as neither a crimeagainst humanity or recognised or condemned in the international arena. Ifit is accepted that there has never been a post-colonial period because neocolonialism is the continuation of the colonialism, then condemnation ofcolonialism but not the neo- colonialism seems paradoxical. Different thanclassical colonialism, neo-colonialism involves indirect exploitation andvoluntary cooperation, accordingly it lacks resistance. Consequently, it isdifficult to determine the elements of crime in the neo-colonialism process.At least in the short run, it is almost impossible for the internationalcommunity to recognise neo-colonialism as a crime against humanity. Thisis because the exploited is not aware of the exploitation, current worldsystem is convenient to exploitation, and the decision makers about crimesare under the control of the strong states
