Abstract

Türkiye’de lisans programlarının sayısındaki artış, beraberinde program kalitesinin güvence altına alınmasını zorunlu kılmış ve bu durum, birçok üniversiteyi ulusal ve uluslararası akreditasyon süreçlerine yönlendirmiştir. Bu süreçlerin merkezinde, programların tanımladığı öğrenme çıktılarının tüm öğrencilere ne ölçüde kazandırıldığını gösteren ölçülebilir kanıtların sunulması yer almaktadır. Ancak mevcut sistemler çoğu zaman karmaşık, maliyetli ya da esneklikten uzak olabilmektedir. Bu çalışmada, bu ihtiyaca yönelik olarak geliştirilen, Microsoft Excel tabanlı, kullanıcı dostu ve esnek bir karar destek sistemi tanıtılmaktadır. Geliştirilen sistem, lisans programlarındaki öğrenme çıktılarının başarı düzeylerinin izlenmesini, belgelenmesini ve analiz edilmesini kolaylaştırmaktadır. Sistem, öğretim elemanlarının girdiği ders bazlı değerlendirme verilerini kullanarak program çıktıları bazında bütüncül bir başarı değerlendirmesi sunmakta ve iyileştirme alanlarını belirlemeye yardımcı olmaktadır. Esnek yapısı sayesinde farklı fakültelerdeki lisans programlarına kolayca uyarlanabilme potansiyeline sahip olan sistemin yapısı, uygulama adımları ve sağladığı çıktılar detaylı biçimde ele alınmış; bir lisans programının beş yıllık değerlendirilmesi üzerinden bir uygulama örneği üzerinden sürekli iyileştirme bileşenlerinde etkili bir araç olarak kullanılabileceği gösterilmiştir.

A Monitoring and Decision Support System for Assessing the Achievement Levels of Program Learning Outcomes and Student Attainment in Undergraduate Programs of Universities

Abstract

The growing number of undergraduate programs in Türkiye has led to an increasing need for quality assurance, prompting many universities to pursue national and international accreditation. A key requirement of these accreditation processes is the provision of measurable and traceable evidence demonstrating the extent to which program learning outcomes are achieved by all students. However, existing monitoring systems are often complex, costly, or lack adaptability. This study introduces a flexible, user-friendly, and Microsoft Excel-based decision support system developed to address this need. The proposed system enables systematic monitoring, documentation, and analysis of the achievement levels of learning outcomes in undergraduate programs. By utilizing course-level evaluation data entered by instructors, it generates a comprehensive performance overview at the program level and helps identify areas for improvement. With its flexible structure, the system possesses the potential to be seamlessly adapted to undergraduate programs across various faculties. This study provides a detailed account of the system's architecture, implementation procedures, and the types of outputs it generates. A case study based on a five-year evaluation of a specific undergraduate program is presented to illustrate how the system can function as an effective tool within the continuous improvement component of accreditation processes.
