AB’nin Moldova’da Barış İnşası: Moldova-Transdinyester İhtilafında Çatışma Önleme, Dönüştürme ve Barış İnşa Etme Stratejisi Olarak EUBAM’ın İncelenmesi

Abstract

Avrupa Birliği (AB) küresel barış inşası aktörü olarak çatışmaların başlamasını önlemek, çatışma yapısını dönüştürmek ve barışı inşa etmek için çatışma bölgelerinde aktif rol oynamaktadır. Bu çalışma, SSCB'nin dağılmasının ardından patlak veren Moldova-Transdinyester ihtilafında AB'nin çatışmayı önleyici ve barışı tesis eden bir aktör olarak rolünü araştırıyor. AB, genel olarak devlet inşası varsayımlarına dayanan liberal barış inşası modelini takip etmektedir. Moldova ve Ukrayna'daki Avrupa Sınır Yardım Misyonu'nu (EUBAM) liberal barış inşası ve AB'nin barış inşası perspektiflerinden inceleyen makale, çatışmada sürdürülebilir barış inşa etmenin avantaj ve dezavantajlarını araştırıyor. Çalışma, çatışmayı dönüştürmek ve dayanıklı bir barış için, AB'nin, ayrılıkçı bölgeyle olan ilişkisini artırması ve yerel düzeyde iki toplum arasında güven inşası için sivil toplumu da içeren politikalar geliştirilmesi gerektiği sonucuna varmaktadır.

The EU Peacebuilding in Moldova: Analysis of the EUBAM as a Conflict Prevention, Conflict Transformation and Peacebuilding Strategy in Moldova-Transnistria Conflict

Abstract

The European Union (EU) as global peacebuilding actor plays active role in conflict zones to prevent conflict onset, transform conflict structure, and building peace. The study explores the EU’s role as a conflict preventing and peace building actor in the Moldova-Transnistria conflict that erupted following the dissolution of the USSR. The EU follows liberal peacebuilding model that based on the state building presumptions. Examining European Border Assistance Mission to Moldova and Ukraine (EUBAM) from liberal peacebuilding and the EU’s peacebuilding perspectives, the paper explores advantageous and disadvantageous to build sustainable peace in the conflict. The study shows that in order to transform the conflict the EU should increase involvement with the breakaway region to evolve its relations with Moldova and the EU and include the civil society from both sides in order to build confidence between two societies at the local level.
