Sosyal Belediyecilik ve Rekreasyon: Bingöl Belediye Başkan Adaylarının Proje Vaatlerinin İçerik Analizi

Abstract

Amaç: Bu çalışma, 2024 yerel seçimlerinde Bingöl Belediye Başkanlığı'na aday olan kişilerin sosyal belediyecilik kapsamında sunduğu boş zaman temelli projeleri rekreasyon türleri bağlamında analiz etmeyi; projelerin tematik dağılımı, kapsayıcılık düzeyini değerlendirmeyi amaçlamaktadır. Yöntem: Nitel araştırma deseni kapsamında içerik analizi tekniği kullanılmıştır. Dokuz siyasi partinin adaylarına ait 10 döküman (proje broşürleri, tanıtım dergileri ve çevrimiçi dokümanlar) incelenmiş, 179 proje vaadi iki bağımsız araştırmacı tarafından kodlanmıştır. Kodların güvenirliği 5 saatlik çevrimiçi uzlaşı toplantıları ve üçüncü araştırmacının katılımıyla sağlanmıştır. Veriler, tümevarımsal yaklaşımla 9 rekreasyon temasında kategorize edilmiştir. Bulgular: Projelerin geleneksel temalarda (kültür-sanat: 44, açık alan: 43, eğitim: 36, sportif: 31 kolaylaştırıcı: 26) yoğunlaşırken, turizm (11), ticari rekreasyon (11), terapötik (8) ve macera (6) gibi çağdaş temalarda niceliksel olarak daha kısıtlı olduğu görülmüştür. Projelerin büyük bir çoğunluğunda finansman kaynakları, sürdürülebilirlik planı, projelere ait ön görülebilir lokasyon veya iş birliklerine dair detay içermemektedir. Çoklu temalı 37 projenin varlığı, adayların bütünleşik rekreasyon vizyonunda proje vaadinde bulunduğunu göstermektedir. Sonuç ve Öneri: Adayların, rekreasyonu sosyal içerme ve kentsel refah aracı olarak etkin kullanamadığı ve açıklanan projelerde yeterli planlamanın yapılmadığı görülmüştür. Buna ek olarak açıklanan projelerin adayların vizyonunu ve toplumun olası beklentilerini yansıttığı ve çeşitliliğin gelecek için umut vaad ettiği düşünülmektedir. Yerel yönetim adaylarının; terapötik, macera ve ticari rekreasyonu stratejik planlarına entegre etmesi, proje vaatlerini fizibilite raporlarıyla desteklemesi ve dezavantajlı grupları kapsayan politikalar geliştirmesi kritik öneme sahiptir.

Social Municipalism and Recreation: Content Analysis of Project Promises by Bingöl Mayoral Candidates

Abstract

Objective: This study aims to analyze the leisure-based projects presented by the candidates for the mayorship of Bingöl in the 2024 local elections within the scope of social municipalism in the context of recreation types and to evaluate the thematic distribution and inclusiveness level of the projects. Method: Content analysis technique was used within the scope of qualitative research design. Ten documents (project brochures, online documents) of the candidates of nine political parties were analyzed and 179 project promises were coded by two independent researchers. The reliability of the codes was ensured through 5-hour online consensus meetings and the participation of a third researcher. The data were categorized into 9 recreation themes using an inductive approach. Findings: Projects were concentrated in traditional themes (arts and culture: 44, outdoor: 43, education: 36, sport: 31, facilitation: 26) and were quantitatively more limited in contemporary themes such as tourism (11), commercial recreation (11), therapeutic (8) and adventure (6). The majority of projects do not include details on funding sources, sustainability plans, foreseeable locations or collaborations. The presence of 37 multi-themed projects indicates that the candidates are promising projects with an integrated recreation vision. Conclusion and Recommendation: It was observed that the candidates did not effectively use recreation as a tool for social inclusion and urban welfare and that there was not enough planning in the announced projects. In addition, it is thought that the announced projects reflect the vision of the candidates and the possible expectations of the society and the diversity is promising for the future. It is critical that local government candidates integrate therapeutic, adventure and commercial recreation into their strategic plans, support their project promises with feasibility reports and develop policies that include disadvantaged groups.
