The Performance Evaluation of the ASEAN Countries and Turkey in the Sustainable Development Index Framework with the TOPSIS Method

Abstract

In the evaluations based on the export and import growth hypothesis, export and import are the strongest factors of Turkey's GDP increase over the last 30 years. Therefore, Turkey has succeeded in shifting from economic contraction to the enlargement by increasing the exports. Moreover, sustainable expansion has been possible with balanced progress in imports and exports. Turkey aims to increase its export volume in order to achieve 2023 economic and social welfare objectives in a sustainable structure. According to the Turkish Statistical Institute (TURKSTAT) 2016 data, 49.5% of Turkey's exports are to European Union (EU-28) countries and second place is Asian countries with 26.5%. Compared to 2015 data, export to EU countries seems to have increased from 42.7% to 49.5% in overall export rates, but declined by 9.7% in value. Exports to Asian countries decreased by 26.2% compared to 2015. Asian countries have the first rank with 35.9% among the countries Turkey imports, while EU countries are the second with 35%. Also, the trade volume has increased from $ 1.3 billion to $ 10 billion with ASEAN countries, since 2002.  Southeast Asian Countries (ASEAN) is a union established in 1967 for economic, social, cultural, technical, educational and other fields of cooperation. In the study, ASEAN which consists of Indonesia, Malaysia, Thailand, the Philippines and Singapore (founding members), Brunei (1984), Vietnam (1995), Laos (1997), Myanmar (1997) and Cambodia (1999) and dialogue partner Turkey (2010) will be ranked by indexes such as sustainable environment (15 criteria), sustainable economy (25 criteria), social development (18 criteria) and sustainable development (include all 58 criteria) in the framework of the World Bank 2016 Development Report. In the study, The World Bank data will be analyzed by the TOPSIS method which is one of the Multi Criteria Decision Making (MCDM) methods and it is aimed to rank 11 countries under four headings.
