Öz

Many different cases since the Cold War era display that the states sanctioned and isolated by the international system turn towards cooperation with one another in order both to maintain their authoritarian regimes and to balance against the threats. In this respect, the growing cooperation between the post-revolutionary Iran and North Korea represents a prominent case for explaining the international systemic dynamics propelling the isolated states to affiliate with one another. Since the early 1980s, Iran and North Korea have cooperated extensively in defense industry and nuclear technology, and built a symbiotic partnership against international isolation. Despite the sanctions imposed on both sides in different periods, Iran has procured ballistic missiles and transferred defense as well as nuclear technologies from North Korea. Through arms exports to and agency of Iran, North Korea has secured money for its stagnant economy and reached out to Syria and other potential partners in the Middle East.

Öz

Soğuk Savaş döneminden itibaren uluslararası sistemde tecride maruz kalan ve yalnızlaşan devletlerin, gerek otoriter rejimlerini muhafaza etmek gerekse tehdit algıladıkları devletleri dengelemek maksadıyla birbiriyle işbirliğine yöneldiği gözlemlenmektedir. Devrim sonrası İran’ın Kuzey Kore ile tesis ettiği işbirliği, uluslararası sistemde yalnızlaşan devletleri yakınlaştıran dinamiklerin analizi açısından önem arz etmektedir. İran ve Kuzey Kore, 1980’li yıllardan itibaren savunma sanayii ve nükleer teknoloji alanında kapsamlı bir işbirliği geliştirmiş, uluslararası tecride karşı simbiyotik bir ortaklık inşa etmiştir. Yaptırımlara rağmen İran, Kuzey Kore’den balistik füze sistemleri tedarik etmekte, savunma sanayii ve nükleer enerji alanlarında teknoloji transferi gerçekleştirmektedir. Kuzey Kore, İran’dan sıcak para temin etmekte ve İran üzerinden başta Suriye olmak üzere Orta Doğu’da işbirliği geliştirebileceği diğer aktörlerle etkileşime girmektedir.
