Labours who work under the authority of sub-employers for public institutions organizations or for their partnerships under servicetender contracts, have many problems. Frequent cancellation of service-tender contracts, the possibility of changing the subemployers each year because of tender legislation, low wages and lack of job guarontee are the main problems. Besides, new rules which are being added to main labour law by the law numbered 5538, have coused extra difficulties. Therefore it will be a more satisfactory solution for public institutions and organizations to be able to employ their labours without any intermediary mechanism.
