Lojistik Performans Endeksinin Çok Kriterli Karar Verme Yaklaşımları ile Analizi: G-8 Ülkeleri Örneği

Öz

Dünya Bankası Lojistik Performans Endeksi (LPI), lojistik sektörünün etkinliğini değerlendirmek amacıyla geliştirilmiş bir araçtır. Bu endeks, ülkelerin lojistik altyapısını, gümrük işlemlerini, nakliye verimliliğini, lojistik hizmet kalitesini ve diğer ilgili faktörleri kapsayan bir dizi göstergeye dayanır. G-8 ülkeleri, güçlü ekonomilere ve gelişmiş lojistik altyapılara sahip olmaları nedeniyle lojistik performansını değerlendirmek için uygun bir çerçeve sunar. Bu ülkeler, dünya ekonomisinin önemli oyuncuları olarak lojistik performanslarını sürekli olarak değerlendirip iyileştirmeye yönelik çaba göstermektedirler. Çalışmanın amacı, G-8 ülkelerinin (Amerika Birleşik Devletleri, Kanada, Fransa, Almanya, İtalya, Japonya, Birleşik Krallık ve Rusya Federasyonu) 2023 yılı için hesaplanan LPI’ sini kullanarak karşılaştırmalı bir analiz ve sıralama sunmaktır. G-8 ülkelerini LPI kriterlerine göre sıralamak için CRITIC-EDAS modeli kullanılmıştır. CRITIC yöntemi ile kriterlerin ağırlık değerleri hesaplanmış ve altyapı kriteri en önemli kriter olarak belirlenmiştir. Daha sonra, EDAS yöntemi uygulanarak G-8 ülkeleri belirlenen altı kritere göre sıralanmış ve Almanya en iyi ülke olmuştur. Elde edilen sonuçlar, G-8 ülkelerinin lojistik performansını karşılaştırmak ve potansiyel iyileştirme fırsatlarını belirlemek için önemli bir kılavuz niteliği taşımaktadır. Mevcut literatürde uluslararası düzeydeki lojistik endeksine (Dünya Bankası'nın LPI’ sı gibi) yoğun bir şekilde odaklanılması göz önüne alındığında, bu çalışma, bölgesel ve eyalet düzeyinde lojistik yeteneklerini değerlendirmek için lojistik endeksini geliştirmeyi amaçlamaktadır.

Analysis of Logistics Performance Index with Multi-Criteria Decision-Making Methods: The Case of G-8 Countries

Abstract

The World Bank Logistics Performance Index (LPI) is a tool developed to assess the efficiency of the logistics sector. The index is based on indicators covering countries' logistics infrastructure, customs clearance, transportation efficiency, logistics service quality, and other relevant factors. The G-8 countries provide an appropriate framework for assessing logistics performance as they have strong economies and well-developed logistics infrastructures. These countries continuously strive to evaluate and improve their logistics performance as major players in the world economy. The study aims to present a comparative analysis and ranking of the G-8 countries (United States, Canada, France, Germany, Italy, Japan, Japan, United Kingdom, and Russian Federation) using the LPI calculated for 2023. The CRITIC-EDAS model was used to rank G-8 countries according to LPI criteria. With the CRITIC method, the weight values of the criteria were calculated and the criterion of delivering the shipment within the scheduled time was determined as the most important criterion. Then, the EDAS method was applied to rank the G-8 countries according to the six criteria. The results obtained are an important guide to compare the logistics performance of G-8 countries and identify potential opportunities for improvement. Given the heavy focus on the international-level logistics index (such as the World Bank's LPI) in the existing literature, this study aims to develop the logistics index to assess logistics capabilities at the regional and state level.
