The Extension of Sport Management According to the New Managemenet Concept

Öz

Progress in the management science began in the early part of the twentieth century. The progress in the sport management science emerged 30 years ego. It has been stated that management is not accepted as a professional job engineering, advocacy or profession of o doctor. At the same time it has been stated that there is not any similar explanation on which everybody agreed in the terminology.

In the new management concept it has been defended that management in in question where man is in existence. For this reason, it is a discipline of which social aspect should be taken into consideration and it is aimed to get the highest output from the capacity of this element. The approach of this concept 'management and manager will be mentioned in every condition where someone pefs the others to complete the activités or achieves and reaches goals by means of the other people" makes the concepts of management and administration quite clear.

According to the management level, the importance of the technical, human and conceptual skillb considered as the everday effords of a manager limits the concepts of manager and sport manager quite clear. Using this importance in general management in order to determine the types of leadership in recreation in the same way and considering this as askill of a physical education teacher contribute to celar the concept of sport manager. It is possible to evaluate this reflection in two differint dimensions:

1. Changing the names of the higer schools of which aim is to educate different groups as the service staff offering sport service according to the basic philosophy of the modern management concept into the scools of

management and forming the pnesent deparment as the subsections of this new structure.

2. Keeping the academic structure of the present institutions of higer education in the same farmation but ensuring that the management courses and practice should be taken part in the way their nature requires and with enough proportion in the curriculum programme of each deparment.

MODERN YÖNETİM ANLAYIŞINDAN HAREKETLE SPOR YÖNETİCİLİĞİNİN KAPSAMI

Öz

Yönetim Bilim'indeki gelişmeler, içindeki bulunduğumuz yüzyılın hemen başlangacıyla birliktedir. Spor Yönetim Bilimlerindeki gelişmelerin başlangıcı ise ancak 30 yıl öncesine dayanmaktadır. Oldukça kısa sayılabilecek bir gelişim süreci olan yöneticiliğin henüz doktorluk, avukatlık veya mühendislik gibi "Profesyonel" bir meslek olarak kabul edilemeyeceği ifade edilirken, bu alanda kullanılan terminolojide de herkesin üzerinde hemfikir olabileceği bir anlam birliğinin olmadığı görülmektedir.

Yönetim olayının ancak insan unsurunun olduğu yerde söz konusu olacağını ve bu nedenle sosyal yönü ağır basan bir olay olduğunu savunan modern yönetim anlayışı, bu unsurun kapasitesinden en yüksek verimi almayı amaç edinmektedir. Bu anlayışın "başkalanna iş gördürme, başkaları aracılığı ile iş başarma ve amaçlara ulaş­manın söz konusu olduğu her durumda yönetim ve yöneticiden bahsedilecektir" yaklaşımı, yönetim ve yöneticilik kavramlarına oldukça net'lik getirmektedir.

Bir yöneticinin günlük çabaları içinde yer alan teknik işler, insan ilişkileri ve kavramsal alanlann, yönetim kademelerine göre ağırlıktan da yönetici ve spor yöneticisi kavramlarına oldukça net sınırlar getirmektedir. Bunlara ilave olarak, genel yönetim için kullanılan bu ağırlıklann rekreasyonda liderlik tiplerinin Delilenmesine aynen kullanılması, beden eğitimi öğretmenin ise vasıfları arasında sayılması "spor yöneticisi" kavramının netleşmesine ilave katkı yapmaktadır.

Spor yöneticilğinin kavramını belirlemeye yönelik çalışmaların, spor yöneticisi yetiştirmeyi amaçlayan Yükseköğretim Kurumlann akademik yapısına yansıması kaçınılmazdır. Bu yansımayı iki faridı boyutta değerlendirmek mümkündür;

1. Modern Yönetim Anlayışının temel felsefesinden hareket ederek çeşitli katılımcı gruplarına spor hizmeti personelini yetiştirmeyi amaç edilen Yüksekokullannın isimlerinin "Spor Yöneticiliği Yüksekokulu" haline dönüştürülmesi ve mevcut Bölümlerin bu yeni yapının alt birimleri olarak yapıtandınlması.

2. Mevcut Yükseköğretim Kurumları Akademik yapısının olduğu gibi muhafaza edilmesi, ancak, her Bölüm'ün müfredat programı içinde yönetim ders ve uygulamalarının gerektiği özellikte ve yeterli oranda yer alması
