PARLAMENTO ADINA DENETİM İŞLEVİ VE YÜKSEK DENETİM KURUMLARININ PARLAMENTO İLE İLİŞKİLERİ

Öz

Parlamentonun uzun süre en kapsamlı faaliyetini oluşturan denetim işlevinin özellikle 19. yüzyıl sonlarından itibaren başlangıçtaki etkinliğini büyük ölçüde yitirmesi, Parlamento adına denetim yapan bağımsız yüksek denetim kurumlarının önemini artırmıştır. II. Dütıya Savaşı sonrası dönemde devletin işlevleri ve mali yapısındaki gelişmelere paralel olarak köklü bir dönüşüm sürecine giren bu kurumlar, Parlamentoların yasama ve denetim işlevlerinin güçlendirilmesine önemli katkılar sağlamaktadırlar.
Yüksek denetim kurumları ile Parlamento arasındaki ilişkilerin geliştirilmesi, parlamenter meşrutiyetin ve demokratik yönelim yapısının güçlendirilmesi açısından büyük önem taşımakta ve hemen her ülkede bu yöndeki arayışlar sürdürülmektedir.
Bu kurumların parlamenter denetime katkılarının artırılması, tüm dünyada olduğu gibi ülkemizde de güncel bir sorun alanını oluşturmakla, Sayıştay'ın yargısal sürece odaklanan yaklaşımından sıyrılarak, demokratik işlevlerini öne çıkarmasına duyulan gereksinim gün geçtikçe artmaktadır.

ABSTRACT

The audit function, which has formed the most important activity of the parliaments for a long time, lost the effectiveness which it had at the earlier times, beginning from the end of the 19th century. This process increased the imponurce of the supreme audit institutions, carrying out audit on behalf of the parliaments. After the 2nd World War, these institutions entered a fundamental transformation period, parallel to the improvements in the functions and financial structure of the state. With their current status, the supreme audit institutions make an important contribution to the enhancement of the legislative and audit functions of parliaments.
Improving the relationship among the parliaments and supreme audit institutions carry great importance from the point of view of strengthening parliamentary legitimacy and democratic government structure, and almost every country continues their search in this area. Enhancing the supreme audit institutions contribution to the parliamentary audit, pose a current area of interest in our country, as well as all over the world. In this context, the necessity for the Turkish Court of Accounts to review its approach to audit issues, which is currently focused on the judicial process, and to push forward its democratic functions, is increasing day by day.
