In Kyrgyzstan, there is a system of guarantee funds, which includes OJSC “Guarantee Fund” and six regional guarantee funds. They help SMEs in obtaining the necessary loan amount in case of insufficiency of collateral. Until now, they function without a regulatory and supervisory authority. With the growth of capitalization of regional guarantee funds, the formation of the capital of OJSC “Guarantee Fund” in the amount of KGS 282 million to reduce the risk in their activities, the question arises of introducing regulation and supervision over the operation of guarantee funds and determining the supervisory authority. В Кыргызстане существует система гарантийных фондов, в которую входят ОАО
«Гарантийный фонд» и шесть региональных гарантийных фондов. Они помогают МСП в
получении необходимой суммы кредита в случае недостаточности обеспечения. До сих пор
они функционируют без регулирующего и надзорного органа. С ростом капитализации
региональных гарантийных фондов капитал ОАО «Гарантийный фонд» составил 282 млн.
сом. Для снижения рисков его деятельности возникает проблема регулирования и надзора за
функционированием гарантийных фондов и определения надзорного органа. В статье
предлагаются решения этой проблемы.
